Summary

The position is that of Supervisory Budget Analyst, Staff Office Budgets. The incumbent is responsible for directing a program for the management of the budget formulation and execution process between the Department and programs that are directed and overseen by various General Administration (GenAd) Staff Offices along with reimbursable, franchise fund, and supply fund programs.

Major Duties:

Provides technical and administrative supervision to a staff of budget analysts responsible for formulating and executing the appropriations budget for Administrations and Staff Offices under their purview. Advises upper level management (including the Executive Director, Programming, Analysis, & Evaluation, the Deputy Assistant Secretary (DAS) for Budget, and the Chief Financial Officer (CFO)) and influences consideration in the general management of programs by providing expertise on all aspects of budget formulation, execution and program evaluation and analysis. Recommends to the ADAS for Benefits and General Administration, complex plans and guidelines or changes to be established for improving the budget and budgetary operations of programs such as reviewing historical data, current status, apportioned levels and working directly with program managers who oversee the actual execution of hiring, non-pay, and contract award. Oversees the development of annual operating plan submissions for consistency and conciseness with established administration-wide policies, goals, appropriation acts and the President's Budget priorities. Assist in the formulation and administration of policies, procedures, and directives for the preparation, approval and issuance of program allotments. Directs the preparation of instructions and guidelines for developing and submitting budget estimates, annual operating plans and quarterly, mid-year and end-of-year budget execution reviews to VA leaders and staff in conjunction with other internal organizations. Directs the coordination of a wide range of VA budgetary functions in the budget formulation and execution process. Reviews and evaluates the annual operating plans, which support VA's multi-billion dollar appropriations. Provides expert advice and guidance to resource formulation staff for overall accuracy, conformance to account totals, and adherence to instructions. Identifies any instances where estimates do not conform to approved Department policies, plans, or objectives and recommends appropriate adjustments to correct such inconsistencies. Serves as liaison with OMB personnel on all budgetary matters pertaining to assigned areas of responsibility. Drafts analyses that examine the impact and significance to the Department's budget on new or revised legislation, policies, procedures, and program requirements to ensure that high-level management may make appropriate budget decisions related to program resourcing levels.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2025.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes:

Reviewing/analyzing, revising, and making recommendations on budget requests; and Experience in the formulation and administration of policies, procedures, and directives for financial management activities.

A well qualified candidate for the GS-15 Supervisory Budget Analyst within the Office of Management's Office of Budget will bring extensive executive-level experience managing, and overseeing complex budgets at the highest levels of a large federal agency.

The well qualified candidate will demonstrate:

Expert knowledge and understanding of the Departmental and Federal budget process, including knowledge of the Congressional budget process, and a thorough and detailed understanding of OMB policies, directives, and regulations to plan, formulate and prepare presentation material to support a multi-billion dollar appropriation. High degree of skill in analyzing program and budgetary relationships and budget estimates as they relate to multi-year planning by the organization. Skill in interpreting complex legislation and policy guidance to determine the effects on budgets and programs and provide advice and guidance to appropriate program staff when requested. Proven experience and finesse in coordinating often competing resource requests from high-level stakeholders, both career staff and political employees. Experience managing a team of Budget Analysts with diverse portfolios and unique budgetary challenges. Detail-oriented leader committed to providing quality analysis to senior leaders.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Evidence of specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

Work is performed for the most part while seated. The incumbent, however, lifts and carries reference books, working papers, and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the worksite.
