Human Resources Specialist (Recruitment & Placement) GS-0201-13

You will develop, implement, and manage the electronic recruitment (e-Recruitment) program policy, standards, and strategy to maximize and enhance the overall effectiveness and efficiencies of USFFC hiring processes. You will assist in conducting comprehensive and intensive evaluations and assessments of agency-wide recruitment and placement program needs in relation to the organization's mission. You will interpret and provide Federal civilian recruitment/staffing policy guidance to various levels of leadership. You will provide advisory services and/or policy interpretations on complex Federal civilian HR management issues. You will assist the CES Program Manager in the execution of recruitment/staffing command-wide policies and/or strategies relative to the CES personnel management system. To qualify for the Human Resources Specialist (Recruitment & Placement), GS-0201-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing policy interpretation, professional leadership, and technical guidance in the areas of recruitment/staffing and pay incentives; Assisting in setting and implementing long-range goals and objectives, and determining program emphasis; Advising the Director of Civilian Human Resources (DCHR) and Deputy Director, Civilian Human Resources (DDCHR) in establishing and meeting civilian staffing program goals and objectives; Providing policy guidance to Senior Executive Service (SES), Human Resources Offices', and organizational, (e.g., Command), leadership personnel; Reviewing proposed policies and procedures promulgated by higher headquarters, (e.g., Dept. of Defense DOD and/or Office of Personnel Management (OPM)); Developing standard operating procedures, processes, policies, training modules and/or other guidance issuances so that new, changed and/or on-going programs are carried out properly and in keeping with regulation; Assisting in conducting comprehensive and intensive evaluations and assessments of agency-wide recruitment and placement program needs in relation to the organization's mission; AND Collaborating w/functional counterparts within the organization, (e.g., FLTHROs), to identify ways to improve or enhance current policies or practices to improve program effectiveness, efficiency, accuracy, and quality of services.
