Project Manager - South Central Region

The Project Manager manages all aspects of construction projects and oversees all functions necessary to provide value added services to client agencies for full and modified service projects. Essential functions include representing DASNY as the primary liaison to the client agency, managing and participating in the selection of design and construction consultants, coordinating bid advertising, reviewing bids, and preparing bid summaries and contract awards. The Project Manager also schedules, coordinates, and monitors all project activities among applicable DASNY staff, consultants, contractors, governmental agencies, and other project entities through project closeout. The Project Manager ensures consultant and contractor compliance with all DASNY procedures, manages all aspects of consultant and construction contracts, and oversees consultant and contractor deliverables. They develop documents, prepare, and maintain reports for client agencies and DASNY management, continuously evaluate the performance of architects, engineers, contractors, and construction managers, and supervise field staff. The Project Manager ensures quality is maintained in accordance with the original intent of construction documents, participates in the documentation, negotiation, and settlement of claims, and ensures the retention and maintenance of records and files. They assist in the development, administration, and testing of construction-related software tools and applications and conduct surveys and inspections of existing facilities to determine design and construction defects and rehabilitation requirements. The Project Manager pursues new business opportunities with client agencies on behalf of DASNY and undertakes special assignments as directed. They must maintain regular attendance in accordance with DASNY attendance and leave policies and adhere to the NYS Information Security Policy Standards established and issued by the Office of Information Technology Services. Supervision of employees is required. The Project Manager must comply with the COVID-19 vaccination requirements unless approved for a medical or religious exemption as permitted by the law. The work environment includes frequent site visits and requires the use of various office equipment. Minimum Qualifications include a Bachelor's degree plus five years of relevant construction industry experience and two years of supervisory experience or successful completion of designated supervisory training during probation. Preferred Qualifications include a Bachelor's degree in Engineering, Architecture, Construction Management, or a construction industry related field plus five years' experience as a DASNY Senior Assistant Project Manager or Bachelor's degree in Engineering, Architecture, Construction Management, or a construction industry related field plus five years' experience as a DASNY Field Representative (grade 3 D schedule/grade 4 D-1 schedule) or Bachelor's degree in construction industry related field plus ten years relevant construction industry experience with public or private projects. NYS Professional Engineer or Architect license and minimum two years supervisory experience are also required. Essential Skills include the ability to read and comprehend construction documents, excellent oral and written communications skills, analytical and conceptual skills, proficiency in PC applications, and demonstrated management, organizational, interpersonal, and diplomacy skills.
