POSITION SUMMARY

AvantGarde, LLC (AG) seeks an IT Project Manager to support a Federal Project Management Office (PMO) with a variety of IT projects. Desire Project Manager with experience in either city, state, federal government, OR the private sector to support AG's client, the United States Capitol Police (Legislative Branch) Office of Information Systems (OIS).

Seeking a Project Manager with strong ServiceNow experience to lead Agile-driven ServiceNow low-code/no-code development projects focused on workflow automation. This PM will work closely with product owners, developers, and business stakeholders to deliver iterative ServiceNow solutions that improve processes and efficiency, while maintaining high-level schedule tracking in Project Online as the system of record for portfolio reporting.

Remote work options (3 days a week telework, 2 days onsite in Washington, DC required) are available after a brief acclimation period.

The WORK Provides full-life cycle IT project management support to multiple IT Projects of various sizes, scope, and impact. Work closely with the Office of Information Services (OIS) staff to ensure strict adherence to scope, schedule, and budget, and ensure successful project execution Proven ServiceNow project experience, preferably involving workflow automation, ITSM, HR, or other process-focused modules. Solid understanding of low-code/no-code development capabilities within ServiceNow. Demonstrated success leading Agile projects (Scrum, Kanban, or hybrid models) - including backlog management, sprint planning, and iterative delivery. Ability to maintain high-level project schedules in Project Online for executive visibility and portfolio reporting. Skilled in facilitating cross-functional collaboration across business, IT, developers, and vendors. Strong requirements gathering and user story writing skills. Excellent communication and stakeholder management abilities. Nice to have: ServiceNow certifications, Agile certifications (CSM, SAFe, PMI-ACP). Provide consultation to stakeholders on the best way to achieve IT project objectives, by creating a detailed business analysis, and identifying opportunities and solutions Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility Create and/or facilitate the development of project documents, including project plans, project schedules, requirements documentation, strategic communications, agendas, etc., as needed Identify project risks and issues proactively and follow up as needed to ensure prompt resolution Anticipate clients' needs by identifying gaps and proposing recommendations to address them Manage changes to the project scope, schedule, and costs using agency-specific verification processes Interface with senior management, design engineers, stakeholders, implementation team members, vendors, and subcontractors regarding project status and progress. Skills & Requirements The REQUIREMENTS

Bachelor's Degree in Business Management, Information Technology, or related field. Min of 5 years' experience managing and monitoring comprehensive projects (that use bi-modal project methodologies) in an IT portfolio, various sizes, including ones that are enterprise-wide (in any sector, state, local, private, or federal) Federal experience is preferred. Project Management Professional (PMP) certification desired (but not required) Thorough knowledge of Information Technology, possessing a well-rounded IT skill set, and experience in current IT trends. Prior experience developing and managing complex tasks and schedules using MS Project Professional or Project Server Strongly prefer a consultant who has experience with and worked in ServiceNow environments. Must have both hard and soft skills to elicit and document business, technical, and functional requirements Deep understanding of Agile methodology• Must have strong customer service orientation, project leadership, and interpersonal skills with the ability to lead an agile or waterfall-based team assigned to the various projects through strong leadership, engagement, and team collaboration. NOTE: this position does not have any direct "supervisory" responsibilities managing people per se; more so, the person will manage all the interdependencies of the projects. As the project teams may include a variety of representatives, the ability to navigate and problem-solve while working with assigned contractors and Federal employees is critical. Must have excellent writing, communication, and organization skills. Must be flexible in the approach to the delivery of work. High level of proficiency in Microsoft Suite required (expert level required). Must be a U.S. citizen.

THE CLIENT

The United States Capitol Police has been an AG client since FY14, supporting the offices of HR, Security, OIS and the Chief Administrative Officer. USCP is a fast-paced agency with a unique mission and challenges. USCP is in the Legislative Branch of the Federal Government. As such, it has an operating style different than most Executive Branch agencies. The OIS office is a lean organization with high priorities. Suitable candidates must be able to work at an optimal level in support of achieving the goals of the organization. Qualifications
