Job Description

To answer emergency calls and dispatch the proper responders to emergency calls. Provides leadership to new employees and checks their performance while performing similar tasks. Assists in training new employees and takes command of the section when the Communication Supervisor leaves the floor. Essential Functions/ Job Competencies/ Physical Requirements

ESSENTIAL DUTIES & RESPONSIBILITIES The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Performs multi-tasking assignments to include but limited to answering the 911 & 2800 telephone as well as answering and operating the TLETS (Texas Law Enforcement Telecommunications System), TCIC/NCIC (Texas Crime Information Center/National Crime Information Center) equipment; transmits and receives all radio traffic on assigned channel. Inspects the dispatcher and call-taker work area for electrical safety and mechanical failures, reports all deficiencies to the Communication Supervisor. Inspects all emergency First Aid Kits and emergency flashlights for usefulness and reports deficiencies to the Communications Supervisor. Checks the "Away Kit" for supplies and reviews the operational plan for evacuation. Instructs all new trainees as directed by the Training Officer; instructs all continuing education as directed by the Training Officer. Maintains the active warrant, protective orders, and arrest order files and makes necessary updates. Assumes command of all duties of the communication center when the Communication Supervisor is on break, sick leave, vacation, or off the "floor". When the command is split during high volume telephone and radio traffic, will command the radio section. When PSAP (Public-Safety Answering Point) and Communication Center are evacuated, must take command of the Away Team and commands the Alternate PSAP until relieved. Assures the proper forms are completed and signed by the Police and Fire Officers requesting TLETS information; files necessary forms and directs the signed forms to the Communication Supervisor. Assists in maintaining good communication between staff, visitors, and other business contacts. Must follow all rules of telephone courtesy in all telephone communications. Will be required to drive a City vehicle for City business use. Performs other duties as assigned. COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

Knowledge of:

Knowledge of public safety agency's rules, regulations, and methods of operation. Knowledge of telephone and radio operating skills requirements and techniques. Knowledge of police, sheriff, fire, and ambulance dispatch procedures. Knowledge of the street system and geography of the City of Laredo and the County. Skills and Abilities: Ability to read maps, use a computer keyboard, type, maintain, and update manual and electronic files and record systems. Ability to effectively communicate First Aid/CPR instructions to callers that need medical assistance. Ability to supervise, train, and evaluate assigned staff. Ability to make quick and accurate decisions during crisis situations. Ability to clearly and effectively communicate in Spanish and English language during crisis situations. Ability to operate radio communication and electronic equipment. Ability to plan, direct, and supervise the work of subordinates when assigned. Ability to make decisions in accordance with established policies and procedures. Ability to maintain good planning and organizational skills. Ability to use computer, hardware, various software programs and technologies including word processing and spreadsheet programs. Ability to take and follow directions from supervisor. Ability to give directions to and gain compliance from assigned staff. Ability to perform strenuous and routine work. Ability to maintain a valid Texas Driver License and a good driving record. Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints. Ability to project a positive and professional image of the City of Laredo. Ability to comply with all City of Laredo's policies and procedures. Required Education and Experience

U.S. Citizen High School Diploma or G.E.D. At least three (3) years of experience as a police and fire dispatcher At least six (6) months of experience working with the Laredo Police Department's New World Tyler CAD and RMS systems. At least six (6) months of experience working with the Laredo Police Department's call handling system. Valid Licenses and Certifications

Required Licenses or Certifications

Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment. 40-hour Basic Telecommunicator Certification TCOLE (Texas Commission on Law Enforcement) Telecommunicator License 24 hour TCIC/TLETS Full Access with CCH certification 4 hour TTY/TDD certification First Aid Standard Certification Adult, Child and Infant CPR certification Telecommunicator CPR (T-CPR)/Cardiac Emergency Communications Certification TCOLE Spanish for Law Enforcement Certification via TCOLE Summary Report

*Continued employment is contingent on successfully obtaining required certification(s) and/or license(s) within the specified period of time indicated above from time of hire.

Center Trainer Officer (CTO) certification must be obtained within six (6) months of employment
