JOB TITLE: Assistant Director , Contracting Services AGENCY: Construction & Development DEPT/DIV: Contracts/Contracting Services REPORTS TO: Assistant Vice President , Contracting Services WORK LOCATION: 2 Broadway HOURS OF WORK: 8 : 3 0 AM to 5: 0 0 P M or as required (7.5HR/ DAY ) HAY POINTS: 805 SALARY RANGE: $113,944 to $155,129 DEADLINE: Open Until Filled S ummary The Assistant Director of Contracting Services has some authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by departmental management and/or Senior Management within MTA Construction & Development's Contracts department. This position has decision-making authority over its functional area of responsibility within well-defined, diversified procedures and precedents. It also has the latitude to consider developing plans, priorities, and processes to achieve objectives. The Assistant Director of Contracting Services supports senior officers within the Contracts Department by executing core procurement tasks and activities for a designated business unit within the Contracts Department. Responsibilities Provide status updates on the relevant tasks and activities to senior management as required . Drafts, edits, and/or otherwise contributes to reports generated for MTA agency executives and senior staff. Tracks procurements and awards against approved timelines to support the needs and time requirements of the MTA Capital Program. Draft, edit , and/or review documents and board packages to award agency contracts and modifications. Supports with research, enhancing , and standardizing various reports. Prepares procurement packages for submission to the MTA Board for approval. Assists in developing an outreach program to attract other firms to participate in MTA ' s Capital Program. Interacts with technical, legal , and risk management professionals to protect the Authority's interests while considering marketplace input. May serve as Acting or Designee for the Assistant Vice President, Contracting Services, in their absence. Recommends the best contracting strategy for complex projects, managing the procurement process, and helping to realize the full benefits of those contracts post-award. Supports vendor award process to ensure compliance with all applicable laws, regulations, and policies. E ducation and Experience Bachelor ' s Degree in Business Administration, Public Administration, Engineering, Finance, Law, Government Contracting , or related field. Master ' s or Juris Doctorate (JD) preferred. Must have a minimum of eight (8) years of related experience. Minimum of four (4) years of experience in a management or supervisory role. Competencies Substantial experience working in and with public sector procurement management princip le s, government project administration, and procurement processes. Familiarity and experience with relevant local, state, and federal laws, including federal and state procurement laws, rules, and regulations. Proven leader as a change agent and creative/innovative thinker w ho can align business goals with solutions and drive process improvements. Ability to multitask and work cooperatively and effectively with stakeholders, executive management, board members, elected officials , and other stakeholders in a fast-paced environment to ensure favorable results for the agency. Strong interpersonal, analytical, problem-solving, organizational, negotiation , and communication skills. Ability to comprehend, analyze , and interpret complex business documents. Proficient in Microsoft Office Suite and document management software.
