Command, Control, Communication, Computer, Cyber and Intelligence Systems And Weapons Readiness Assessment Operations Manager
You will serve as the Command, Control, Communication, Computer, Cyber and Intelligence (C5I) Systems and Weapons Readiness Assessment Operations Manager responsible for managing the division budget and developing/tracking management metrics. You will oversee division support contracts, facilities planning, administrative processes, division training, safety, security, and other support as assigned to ensure continuity of operations. You will lead strategic planning initiatives, improvement initiatives, customer/employee satisfaction surveys, data calls, work acceptance, work assignment, and tasking requirements. You will provide technical expertise for managers to develop processes, manage project proposals, manage projects, document key processes, and document success stories. You will demonstrate knowledge of division business processes particularly those related to facilities, financial, personnel, contracting, security, property, and management of information systems. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. For the NT-05 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating business performance, budgeting, and financial data to manage administrative projects, evaluate metrics, and develop operating procedures for a working capital fund activity. For the NT-04 pay band: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing business practices and financial or budget data to evaluate business performance metrics and develop recommendations to improve processes or services for a working capital fund activity. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the NT-04 pay band only: Successful completion of a Ph.D. or equivalent doctoral degree; OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR Successful completion of an LL.M. degree that is related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. This position is covered by the Department of Defense Priority Placement Program. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-04 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14.
