The incumbent is part of a global public health organization and is expected to support the Florida Department of Health in Manatee County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county, and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness, and Excellence in all aspects of their work. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees work. The incumbent is responsible for effectively recommending all personnel actions, including the hiring, transfer, suspension, lay off, recall, promotion, discharge, assignment, reward, or discipline of subordinate employees. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. The incumbent serves as the Clinical Services Division Deputy Director, responsible for supporting and reporting on the daily operations of the clinic health services department, to include, but not be limited to, STI communicable diseases, front desk intake/medical records, and medicine room. The incumbent is also responsible for the administrative daily operations of the Clinical Services Division. Serves as back-up to the Clinical Services Division Director. Responsible for programmatic oversight for clinical programs, including supporting STI/DIS Field Operations, and Prescription Assistance Programs (Medicine Room): Monitor, evaluate, and improve the overall performance of the STD Field Operations case management activities. Responsible for overseeing the management of operations related to patient flow, records management, eligibility, correct billing, billable revenue, and other service delivery factors. Ensures staff receive training in HMS (Health Management System) on new updates and versions within 30 working days from the official release from the Office of Planning and Data Analysis. Monitoring compliance of each component of health care services using established quality assurance tools and ensuring that programs are following program guidelines, rules, policies, and laws. Participates in actions to ensure that quality of services and efficiency of operations are in conformity with departmental policy standards. Responsible for creating, revising, and maintaining departmental policy standards. Revises monitoring tools as needed to achieve quality, effectiveness, efficiency, and cost-efficient healthcare services. Responsible for daily status report of number of clinic services by program and payer source, cost of service, clinician productivity, employee productivity (EARS), revenue by program component, client process times, and expenditures for the clinic health services department. Works with department leadership (within the health department) to achieve optimum health care services and to identify problems and concerns regarding impact of health services on staff and clients. Evaluates clinical effectiveness by aggregating data and statistics for reporting purposes. Prepares and submits reports to Clinical Services Division Director, Administrator, and Nursing Director relating to operational effectiveness of clinical services. Monitors patient flow to ensure compliance with established procedures and takes immediate corrective action as warranted. Responsible for creating, retrieving, and monitoring Health Management System (HMS) reports in an effort to manage client flow and staff productivity. Manages appointment schedules by creating, revising, and maintaining clinic schedules according to management directives. Responsible for Clinical Services Division quality improvement initiatives, including data collection and analysis of key performance indicators, prioritizing opportunities for improvement in clinical flow, processes, and services, working with staff to identify root causes and planning, implementing, and monitoring solutions, validating that solutions achieved desired results, and standardizing solutions to ensure performance is sustained. Leads or serves on QI teams. Responsible for financial planning and monitoring of the various programs within the Clinical Services Division to ensure sustainability. Acts as contract manager ensuring that contracts are managed according to contract terms and policies set forth. Responsible for ensuring that the Clinical Services staff are prepared for emergency response, including: Develops and/or coordinates internal and external response plans to include, but are not limited to the Emergency Operations Plan, Continuity of Operations Plan, Crisis and Risk Communications Plan, Hurricane Response Plan (and its divisional annexes), Mass Prophylaxis Plan, Isolation and Quarantine Plan, Health Care Volunteer Management Plan, Epidemiology Surge Plan, Environmental Health Response Plan, Special Needs Shelter Plan, and other disaster response associated plans. Conducts annual reviews and periodic revisions according to the review schedule; Coordinates review and revision of plans not directly assigned to ensure completion in a timely manner. Develops, as needed, new plans related to emergency operations for all hazards. Develops and/or participates in operational and tactical planning for major events. Coordinates responsibilities and efforts of community partners to respond as necessary to ensure public safety. Ensures inventory control processes are in place and used for management of Preparedness equipment and supplies that support county and state level responses. Performance expectations based on this job description will be reviewed through individual conferences, direct observation, and input from supervisors. Responsible for emergency duty as assigned. Incumbent may be required to work during or beyond normal work hours or days in the event of an emergency. Emergency duty required for the incumbent includes working in special needs or Red Cross Shelters, or to perform other emergency duties including, but not limited to responses to or threats involving any disaster, or threat of disaster, man-made or natural. Have staff and inventory ready for the next Special Needs Shelter and ESF-8 activation. Enhance capabilities and increase capacities to mount a medical countermeasures response. Identify specific safety & health hazards that public health staff may encounter during disaster or emergent event responses and define the processes used to manage the risks. Acts in conjunction with Nursing Director to ensure appropriate staffing at Special Needs Shelters when activated.
