Proposal Director

The Proposal Director leads the organization’s proposal function at a strategic level, driving continuous improvement in proposal quality and win rates. This role is responsible for establishing proposal development standards, ensuring consistent process implementation, training staff, and optimizing resource allocation across all proposal efforts. The Proposal Director works cross-functionally to address organizational bottlenecks and plays a key role in achieving business growth through proposal excellence. Job Responsibilities

Provide executive oversight to ensure proposal compliance, consistency, and competitiveness. Align proposal strategies with business priorities by collaborating with BD, Capture, Contracts, Finance, and Operations teams. Represents the company at APMP events, industry associations, and partner engagements to boost visibility and brand. Define and manage end-to-end proposal workflows, schedules, and team reviews for timely and effective submissions. Set and enforce quality standards across all proposals to ensure high-caliber, compliant content. Oversee proposal budgets and coordinate procurement of consultants, editorial support, and tools. Implement and continuously refine proposal development processes, templates, and content libraries. Track and analyze performance metrics to drive improvements in win rates and team efficiency. Lead post-submission debriefings to capture lessons learned and enhance future proposal success. Guide solution development and win theme creation to strengthen proposal competitiveness. Manage strategic relationships with teaming partners and external stakeholders during proposal efforts. Mentors and coaches staff to build skills, improve performance, and ensure career growth. Allocate proposal resources effectively to manage workload and maintain team efficiency. Provide executive reports on proposal outcomes, team productivity, and performance metrics. Job Qualifications

12+ years of experience in federal and state proposal development, with at least 5 years in a leadership role. Demonstrated track record of managing large-scale ($50M+), multi-volume federal proposals Strong understanding of the full government acquisition lifecycle, FAR regulations, and contract vehicles (IDIQs, BPAs, GSA Schedules, etc.). Expertise in proposal planning, capture strategy, pricing coordination, and compliance management. Experience using tools such as Microsoft Office Suite, SharePoint, Adobe Acrobat, and proposal management platforms. Exceptional leadership, mentoring, and team-building skills. Outstanding oral and written communication abilities, with a keen eye for narrative quality and visual design. Executive presence and confidence in presenting to senior stakeholders and partners. Bachelor’s degree in business, technical writing, communications, or related field required. Master’s degree Preferred APMP Practitioner/Professional Certification (or) Shipley Certification highly preferred.
