The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles. We are seeking a qualified Program Manager for NSWCPD Code 104, which oversees the Information Technology Operations Division and provides support for cybersecurity and information assurance related to the Navy Marine Corp Intranet (NMCI) Network and Business Systems.
**Position Summary:**
The Program Manager will be responsible for the development, monitoring, and execution of the Cybersecurity Program for Code 104. This position requires expertise in the Department of Defense Information Assessment and Authorization (A&A) process and Risk Management Framework (RMF) services. Key responsibilities include formulating cybersecurity policy, reviewing A&A artifacts, performing A&A validation, implementing security postures, and providing subject matter expertise in cybersecurity lifecycle management. The Program Manager will coordinate, implement, and sustain labs under RMF.
**Key Responsibilities:**
- Develop and execute the Cybersecurity Program in compliance with DoD regulations.
- Oversee the A&A process and RMF services for cybersecurity operations.
- Establish and review cybersecurity policies and procedures.
- Conduct reviews of A&A artifacts and perform A&A validation.
- Implement and maintain security postures across all IT systems.
- Act as the primary interface with customers, ensuring all needs are met.
- Lead a team and provide guidance and mentorship in information technology and cybersecurity.
- Ensure effective coordination and sustainment of labs under RMF guidelines.
Requirements
**Target Education:**
- Bachelor's degree in computer science, information technology, communications systems management, or an equivalent science, technology, engineering, and mathematics (STEM) degree from an accredited college or university.
- A Project Management Professional Certification (PMP) may be accepted in lieu of the Bachelor's degree.
**Target Experience:**
- A minimum of ten (10) years of experience managing a team in information technology, serving as the overall program manager, and acting as the primary interface with customers.
- At least five (5) years of experience specifically related to information assurance.

Salary Description
100,000 - 180,000
