Description
The Turlock Irrigation District (TID) is currently looking for qualified candidates to assume the role of a Civil Engineer and become a valuable member of the Civil Engineering Department. Candidates possessing excellent organizational, interpersonal and communication skills, along with a civil engineering background and project management experience are strongly encouraged to apply. While the desired candidate will have prior experience with managing complex projects from initial planning through construction, all candidates with an interest, passion, and background in the civil engineering field are encouraged to apply. Candidates possessing a Professional Engineering license are preferred, but a license is not required to be considered for this position.
JOB SUMMARY
Under general direction from the Civil Engineering Department Manager, to plan, direct, and perform professional engineering work related to the design, construction, and maintenance of irrigation related facilities and miscellaneous project requests from other divisions/departments within the Turlock Irrigation District.
DISTINGUISHING CHARACTERISTICS Senior Civil Engineer is the advanced professional level class in the Engineer series. Positions assigned to this classification are distinguished from the Associate Civil Engineer classification by the performance of the more complex engineering assignments. In addition, positions assigned to this class have responsibility for all projects within their functional area as well as responsibility to provide technical and functional supervision to assigned personnel.
Associate Civil Engineer is the professional level class in the Engineer series. Positions assigned to this classification are distinguished from the Assistant Engineer classification by having responsibility for major projects. In addition, this classification has responsibility for providing engineer's stamp and signature on drawings in conformance with government code and regulations.
Assistant Engineer is the entry-level class in the Engineer series. Assistant Engineers are assigned to work on projects under guidance of experienced engineers. Positions in this class will usually perform most of the duties required of the Associate Civil Engineer, but are not expected to function at the same skill level and usually exercise less independent direction and judgment in matters related to work procedures and methods. The class is distinguished from the Associate Civil Engineer by the performance of more routine duties according to established procedures.
Examples of Duties
DUTIES AND RESPONSIBILITIES
Design and produce working drawings and specifications for the construction of related water and electrical structures as needed.
Prepare reports and recommend policies and practices to the Assistant General Manager Water Resources and Regulatory Affairs, General Manager and the Board of Directors.
Represent the District at public meetings.
Prepare project RFQ(s) and recommend selection of bids and consultants.
Coordinate the work of consultants and public and private construction of District facilities.
Review survey descriptions, parcels and subdivision maps.
Prepare and monitor the Civil Engineering Department budgets.
Perform economic and feasibility studies.
Maintain effective communication and coordination of projects with the Civil Engineering Department Manager and the Assistant General Manager Water Resources and Regulatory Affairs.
Perform complex professional engineering work in the design, construction and maintenance of District irrigation facilities, including system modeling and planning, complex calculations, engineering studies, development of construction standards, material and equipment specifications, cost and scheduling estimates, and written reports and presentations.
Ensure compliance with District safety rules, policies and rules and regulations of outside agencies that apply to District operations.
Supervise and develop staff, and their work, as assigned. Provide on-going feedback regarding work performance and conduct annual performance evaluations. Supervise and oversee technicians laying-out facility designs and preparing design drawings.
Manage engineering and related construction projects through their design and construction phases including project planning, scheduling, coordination, budgeting, and field inspection.
Assist in long-range capital improvement planning and budgeting, including performing inspections and preparing related studies.
Represent the District in the community and at professional meetings as required. This may include presenting information on behalf of the District and reporting back to management.
Comply with and enforce all District rules, regulations, policies and procedures.
Perform other duties as required or assigned by supervisor.

Health Insurance is provided by the District and administered through our Third Party Administrator. Turlock Irrigation District utilizes the Anthem Blue Cross Prudent Buyer PPO Network. Out-of-pocket expenses can be limited if Anthem Blue Cross plan providers and hospitals are used. Employees have a choice of a PPO Plan or a HDHP (High Deductible Health Plan) during open enrollment or a qualifying event as per IRS plan guidelines.
Prescription Insurance is administered by Express Scripts. We have a four-tiered co-pay structured plan: generic; formulary; non-formulary; & specialty. For maintenance medications, the Express Scripts "Mail Order" plan is most cost effective.
Dental Insurance is provided by the District and administered through Delta Dental PPO Network. Preventative benefits are paid at 100%; basic benefits are paid at 80%, crowns, jackets and cast restoration benefits are paid at 50%. The District offers a voluntary Base Plus Buy-Up plan. Employee costs are minimized when utilizing a Delta Dental PPO Dentist/Orthodontist.
Vision Insurance is provided by the District and administered through VSP. Employee costs are minimized when utilizing a VSP Optometrist. The District offers a voluntary Buy-Up Vision plan.
Flexible Spending Account (Section 125) is made available to employees to cover health and/or dependent care expenses on a pre-tax basis. A flexible spending account credit card is provided by BCC for health care reimbursable expenses as per IRS regulations.
