The Cost Estimator reports to assigned Lead Estimator or Program Controls Manager to perform a broad spectrum of technical and administrative duties associated with construction cost estimating for airport infrastructure and tenant improvement projects.

Duties and responsibilities include but are not limited to:

• Responsible for cost estimates through all design phases and may have responsibility for reviewing the work of others.
• Reviews estimate elements for adequacy, uniformity, and completeness. Evaluates vendor quotes, bid information, and change orders. Has some contact with client and upper-level management and can make presentations on cost control items.
• Prepares estimates, assuring accuracy and completeness as well as timely preparation.
• Reviews adequacy, uniformity, and completeness of estimates in accordance with department and industry standards.
• Reviews contractual documents and contract modifications to determine scope of work and scope changes.
• Provides coordination and liaison with project management and project engineering personnel throughout the estimate development.
• Review contractor change orders and cost submittals for adherence to the contractual definition of allowable reimbursable cost.
• Prepares risk analysis of overall estimates considering inherent pricing tolerances, justifying contingency funds.
• Under the supervision of the Lead Estimator or Program Controls Manager, receives work assignment, specific instructions, and may be responsible for elements or sub elements of an estimate.
• May have direct responsibility for the development of standards and factors. May suggest procedures and technique to improve the estimating function.

• Scope review
• Take off quantity survey
• Quotations from vendors
• Estimate criteria and transmittal
• RFI / communication
• Meetings
• Final Package assembly
• Reports
• Continuing education/training/seminars

Minimum Qualifications:

• Bachelors degree in Construction Management, Engineering, or equivalent education/experience plus five years experience (Estimator I) or ten years experience (Estimator II) in cost estimating for both engineering and construction activities are required
• Ability to do material takeoffs for multiple disciplines from architectural and engineering drawings/
• Experience in Airport and Terminal Construction is a plus.
• Experience in a lump sum and cost reimbursement projects preferred.
• Experience with industry publications such as NECA and MCAA
• Design Build and Alternative Delivery method understanding a plus.
• Cost control and scheduling experience is desirable.
• Required: On-Screen Takeoff
• Experience with project management software such as PM Web or equivalent; Bluebeam, and if no experience, the ability to be completely proficient within 45 days.
• Must pass a pre-assignment drug/alcohol screening.
