ECS is seeking a Financial Analyst to work in our Silver Spring, MD office.
This position will support the Office of Marine and Aviation Operations (OMAO) which is located in Silver Spring, MD. The position will report to the Formulation Chief under OMAO's Resource Management Division.
The position will work directly with the Execution and Formulation teams with a focus on labor forecasting and position management.
Will support OMAO's divisions and centers with labor planning for annual budget operating plan development. This includes salaries and benefits for onboard personnel and for potential new hires.
- Labor projecting and forecasting. This includes for the year as well as incrementally, aligning with -Continuing Resolutions or other defined disbursements.
- Quarterly staffing and labor reporting as required by NOAA's appropriation for DOC
- Work with budget execution for the salary approvals of new hires, ensuring sufficient funding has been planned
- Monitor and update position status and salary information for on-going cost analysis
- Estimate positions, full time equivalents, and associated costs for the annual spend plan
- Analyze periodic and end of year actuals to determine labor lapse and applications of labor lapse
- Develop templates for tracking labor projection costs
- Analyze labor costs for NOAA Corps to develop a composite rate for officers
- Maintain spreadsheets and tracking tools for budget planning and labor projections
- Must have a solid foundation of finance/accounting principles, practices, and procedures, Government financial management systems, budgets/appropriations, audits, property and asset management activities.
- Shall have in-depth knowledge and experience with federal budgeting, financial management, accounting, and property protocols and procedures.
- Shall have experience and expertise in participating in diverse teams and in planning, executing, and reporting complex projects from defining goals, setting performance targets, and reporting execution results.
- Shall have excellent communication skills and a proven capacity to work effectively and meet deadlines in person and remotely.
- Must be extremely well organized with a specific focus on the details.
