Under administrative direction, performs complex professional and administrative work in directing the financial and fiscal management of a state agency with significant and complex functions, such as government-wide financial and/or fiduciary responsibility or that administers a state bond management program. Responsible for development and operation of internal accounting and auditing systems for administrative budgeting, loan disbursements, repayment collections, new bond issues and bond refunding, management of agency assets, development of short- and long-term strategies to ensure fiscal solvency, and liaising with agency actuary and external agencies. May provide consultative guidance to oversight boards and agency management. Performs related work as required. Ability to provide financial services to multiple agencies. Directs the establishment and operation of accounting and internal auditing systems for general accounting, revenue collection, administrative budgeting, and claims. Oversees the work of accountants/auditors in preparing financial documents and reports. Oversees maintenance of proprietary ledgers, budgetary control ledgers, financial reports, and accounts receivable controls. Determines revenue needs to ensure agency fund solvency. Acts as liaison with the agency actuary and oversees data for actuarial reports; liaises with the Investment Management Board. Develops agency administrative budgets and ensures compliance during fiscal year execution. Analyzes revenue and disbursements to develop strategies for fund solvency. Advises agency oversight boards and management on financial issues. May provide testimony before legislative committees. Oversees agency financial reporting according to state and federal requirements. Minimum Qualifications

Training:

Bachelor's degree with at least 24 semester hours in accounting; CPA preferred. Experience:

Seven years in financial or governmental accounting, with two years in a supervisory role. Substitution:
