Job Summary: The HSE Manager role provides an exciting opportunity to foster an injury and environmental incident-free HSE culture in a fast-growing organization. Under the supervision of the Senior Director of HSE, you will partner with various RRNA teams to ensure our projects adhere to all required protocols and create a positive environment for the safety of our employees, contractors, the environment, and RRNA’s assets. Establishing and maintaining clear communication with internal stakeholders, contractors, and subcontractors, and addressing project HSE needs/issues with the appropriate Repsol Renewables NA team is essential.
The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.
Responsibilities:
Manage HSE policies and guidelines, ensuring compliance with regulatory requirements and industry best practices.
Identify and manage risks related to construction, commissioning, and operations of renewable energy projects.
Implement compliance measures related to permit conditions, approvals, mitigation plans, and other commitments during construction and operations.
Review and assess the implementation of environmental management plans (EMPs), such as erosion and sediment control plans, stormwater pollution prevention plans (SWPPPs), vegetation management plans (VMPs), spill prevention, control, and countermeasure (SPCC) plans, and waste management plans.
Participate and/or lead HSE discussions at toolbox talks, contractor, and RRNA staff meetings.
Organize and deliver safety and environmental training sessions.
Coordinate with RRNA construction, operations teams, and EPC contractors to enhance HSE competency and delivery.
Conduct regular site assessments and inspections to verify compliance with policies, regulations, permits, and management plans.
Assist with incident investigations to determine root causes and recommend corrective actions.
Prepare and submit HSE reports and records as required by company, permitting agencies, and regulatory bodies.
Coordinate and execute drills and exercises for emergency management.
Perform other HSE tasks or duties as required.
Required Qualifications:
Willingness to travel (up to 50%).
Knowledge of EPA, OSHA, and State regulations.
Understanding of renewable power generation and HSE standards.
Experience developing and implementing environmental management plans.
Experience conducting environmental site assessments and inspections.
Ability to work constructively with construction and operations teams to communicate findings and solutions.
Physical ability to climb wind turbines.
Personal accountability, integrity, strategic problem-solving skills, and a proactive attitude.
Proficiency in Microsoft Office and related software.
Effective communication skills and organizational abilities.
Capability to manage multiple projects independently.
Education and Experience:
BS degree in engineering, environmental science, or a related HSE field from an accredited institution.
5-10 years of experience in HSE program development, implementation, and leadership, preferably in renewable energy or power generation.
Professional certifications like CPESC or CEP are a plus.
Passion for renewable energy and entrepreneurial mindset highly valued.
