Type: Full Time Posted Date: 06/24/2025 Deadline to Apply: 07/24/2025 POSITION OVERVIEW: The Capital Projects Manager is responsible for the day-to-day management and coordination of capital projects for the City, specifically related to streets, sidewalks, parks, water/wastewater, and City-owned facilities. This position works directly with the Citys contracted service providers for Engineering and Wastewater services, Department of Public Works staff, and other department directors and staff to identify, plan, and manage processes to ensure successful and timely completion of projects. This position will also take a lead role in the procurement of necessary easements and right-of-way needed to carry out projects. The Capital Projects Manager also is responsible for the development, maintenance, and implementation of the Citys 10-year Capital Improvement Program (CIP) in conjunction with other Departments. DUTIES AND RESPONSIBILITIES: Plans and manages all aspects of project design, development, and implementation including preliminary technical research and feasibility analyses, funding and cost analyses, scheduling, public involvement, project budgeting and work plan development, project performance, and project oversight in conjunction with contracted Engineering and Construction Services providers. Manages the procurement of services, equipment, and supplies for the Public Works Department. This includes the development, distribution, and collection of Requests for Proposals (RFPs) for specific items, as well as identification of funding/grants and group-purchasing opportunities. Participates in and may facilitate the consultant/construction management selection process. Plans, schedules and directs the work of consultant teams in preliminary engineering, engineering design and construction services. Coordinates and integrates multi-phase design, development and capital construction projects with various regional, state or federal jurisdictions, as well as with special interest groups, neighborhood associations, other stakeholders, and the public. Coordinates the procurement of project cost estimates and schedules. Develops and or reviews engineering specifications to comply with City standards and project goals. Develops project schedules and work sequences, and sets up, manages, and participates in progress and quality reviews. Establishes internal and external communications schedules. Reviews engineering and financial performance reports. Oversees inspections and verifications work of engineering staff, and the contractor during construction. Reviews and recommends approval of change orders. Plans and develops community-based participation including techniques and processes to inform and explain project objectives and answer questions from the public, media and other agencies. Prepares for and makes presentations to community or other interest groups, and the City Council. Develops performance reports, correspondence, and other documents in connection with projects. Resolves problems associated with projects. Works with a variety of people to solve technical, legal, and logistical problems, including those that are unanticipated. Maintains complete project files including drawings, proposals, contracts, work-in progress reviews, inspections, and communications. Serves as the primary backup for the Director of Public Works; assists with general administrative duties for the Department of Public Works as needed. Performs other duties as assigned that support the overall objective of the position. Example Tasks/Projects Lead efforts to acquire right-of-way for Beck Road Corridor Improvement Project, as well as liaison with the project engineers for the design of the project. Also manages the public participation aspects of the project. Lead efforts to acquire right-of-way & easements for Safety Path projects along Wixom Road, as well as other areas of the City. Liaisons with project engineers to scope projects, budget expenses, and oversee contractors who carry out the work. Coordinate the Citys Neighborhood Sidewalk Replacement Program to identify slabs in need of repair/replacement, as well as budgeting and contractor oversight. Provide capacity and assistance with Downtown Development Authority and Parks & Recreation projects, including the new Civic Center Park, renovations to Gunnar Mettala Park, Downtown Streetscape projects, City-owned Downtown Redevelopments, etc. Coordinate development and implementation of the Citys 10-year Capital Improvement Program (CIP) in conjunction with other departments. Develop, monitor, and adjust road and other capital project planning based on a variety of factors, including available funding, needs, condition, community priorities, etc. Lead the effective and efficient use of the 2024 Road Improvement millage revenues, prioritize projects for inclusion in the roads program, develop and adjust strategies, cost estimates, and communication plans, both pre- and post-project, to clearly document and demonstrate millage impacts on the road system. Identify, pursue, and manage grant opportunities from local, regional, state-wide, and national sources for capital projects, sometimes in conjunction with other departments.
