The ideal candidate is committed to working in a diverse environment, has a bachelors degree in Plant Engineering, Construction/Facilities Management, Horticulture, or a related field, and a minimum of three years of experience. This experience must show a consistent progression of career growth, management skills, as well as accomplishments related to the processes and improvements of building maintenance, custodial services and grounds keeping. The ideal candidate should demonstrate an ability to manage large and complex budgets and an understanding of facility management and building maintenance operations. Knowledge of custodial standards and practices as well as safety and safe working practices for facilities and grounds workers is highly desirable. A strong knowledge of local, state and federal regulations and statutes regarding facilities operations is highly desirable. The incumbent will be comfortable working in a union environment and engaging in participatory governance.
Position Description Under the general direction of the Director, Campus Development, Maintenance, and Operations, the incumbent will assist in the responsibilities of all campus facilities, including the areas of maintenance, operations, grounds, custodial, transportation, and energy conservation, long-term facility planning and oversight of major capital building and repair projects. The incumbent will function as Director in the absence of the Director.
Distinguishing Characteristics This is a single classified management position with general accountability for the districts facilities maintenance and operations program. Duties and Responsibilities The Assistant Director of Facilities will assist the Director of Campus Development, Maintenance, and Operations in the following:
The maintenance and operations of the College include custodial, maintenance, grounds, transportation, facility operations and repair projects. Supervision, direction and evaluation of the work of assigned staff in the department in accordance with District guidelines and collective bargaining contracts. Communicate matters involving personnel and facilities in a current and timely manner with the Director of Facilities. Provide professional leadership including effective deployment of the staff, effective forecasting, planning and feasibility analysis, project management scheduling, budget development and control, analytical and accountability analysis. Maintain the master plans and prints of the campus pertaining to buildings, roadways, pathways, parking lots, and utilities, including electrical, gas, water, telephones and service lines. Prepare as built and diagrams. Develop and monitor ongoing Preventative and Deferred Maintenance programs for all major mechanical and electrical systems of the college as well as for grounds, the swimming pool, buildings and other areas as required. Collaborate closely with key administrators regarding issues related to space inventory, capacity ratios, facility modifications and future construction. Develop policies and procedures to ensure a safe, efficient, and cost-effective operation. Service the needs of the College through an effective work order system. Ensures that staff comply with safety practices concerning topics such as, but not limited to, proper lifting techniques, and the proper use and handling of chemicals. Ensure staff are trained in safety practices and in the operation of equipment. Inspects classrooms and offices to identify needed repairs or maintenance. Determine the appropriate deployment of staff for the set-ups and tear down of special events. Participates in the districts recruitment process to assist in hiring of classified and unclassified staff. Approves paid time off for employees under supervision. Engages in the disciplinary process as warranted. Schedules the pickup of recycled materials and the removal of hazardous/infections materials. Perform other related assignments given by the Director, Campus Development, Maintenance, and Operations.
Knowledge of:
Principles and practices of facility maintenance, grounds keeping and custodial including plumbing, electrical, carpentry, HVAC, interior partitioning and finishing, landscape maintenance, irrigation, fertilization and pest control, and tree trimming. Methods, materials, tools and equipment used in building maintenance, and grounds keeping. Custodial equipment such as, but not limited to, brooms, mops, vacuums, floor scrubbing equipment, floor strippers, wax and power washers. Principles and practices of supervision including work planning, direction and personnel practices. Applicable laws, codes, regulations and standards governing building construction and maintenance, and grounds keeping. Safety and safe working practices for building maintenance, custodial and grounds keeping work.
Skill in:
Planning, organizing, scheduling, assigning and reviewing the work of others. Selecting, training, instructing, appraising, counseling and motivating assigned staff. Maintaining records and preparing reports and correspondence including required regulatory reports and records. Effective oral communications. Utilizing collective bargaining agreements to ensure compliance with negotiated language for all employees under supervision. Evaluating and developing procedures, standards and methods for building maintenance and improvement, and grounds keeping. Establishing and maintaining effective working relationships with those contacted in the course of the work. Preparing and managing the division budget including construction contract administration. Reading, interpreting and assisting in the preparation of plans, specifications and other bid documents for minor construction projects. Exercising sound independent judgment within general policy guidelines. Minimum Qualifications A typical way to obtain the above knowledge and skill is a combination of education and experience equivalent to:
Education: A bachelor's degree in a related field such as Plant Engineering, Facilities Management, or a related field that would be necessary to professionally maintain a large educational physical plant. An engineering/architectural or facilities management area background is desirable; equivalent work experience in facility maintenance and operations may be substituted for the degree requirement. Experience: Progressively responsible professional experience pertaining to being an effective Assistant Director of Facilities Management. Experience with bargaining units. Construction experience.
