Data Analyst 2, Central Office
The Office of Financial Management, Strategic Financial & Managed Care Group is recruiting to fill a Data Analyst 2, G-23, position. Job duties include but are not limited to: designing and developing new functions or applications using programming languages to perform analyses using commercial claims data; developing and maintaining reports on commercial health data and key performance indicators to evaluate behavioral health service delivery and assess network adequacy; conducting data analysis (including commercial claims and financial data) to inform the development of programs and policies; responding to ad hoc data requests by providing timely analysis, results, and data-driven solutions; researching and evaluating new data sources and analytical tools, offering recommendations for implementation; collaborating with internal and external stakeholders to identify data needs and deliver analytical insights tailored to their objectives; maintaining and supporting data-related processes, ensuring consistency, accuracy, and reliability across systems; preparing, interpreting, and communicating analytical findings to non-technical audiences, including OMH leadership and external partners; creating narrative reports and visual presentations, including charts and tables, using data visualization software to support decision-making. Minimum qualifications: candidates must have one year of permanent service as a Data Analyst 1 OR a bachelor's degree and three years of experience in data visualization, and statistical models and data mining tools. A master's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience. Preferred qualifications: experience with the following- analyzing large, complex, multi-dimensional datasets using a variety of tools; statistical software (e.g., SAS, R), data analytic programming and database languages (e.g., SQL, PL/SQL); research, development, and support of data visualization techniques; BI tools such as Tableau, PowerBI; solving analytical problems using statistical approaches.
