Senior Business Systems Analyst And Developer

GovCIO is currently hiring a Senior Business Systems Analyst and Developer to support our customer, USPS and their Logistics Tech Services Group. This position is fully remote. The Logistics Tech Services (L&V TS) group is positioned to provide the following support to the USPS business groups within Logistics, Transportation Strategies, Mail Processing, Engineering Systems, and others: Oversees the strategy, programs, and integration of business systems solutions for technology applications. Oversees the planning, design, development, acquisition, integration, implementation, enhancement, and maintenance of integrated business systems solutions for managed services. Directs the development of systems, application solutions, integrated environment development, and automated testing. Oversees the evaluation of trends and implementation of recommendations to improve and resolve discrepancies. Responsibilities include: Coordinating with developers and service providers to ensure availability and task assignments. Defining project requirements by identifying project milestones, phases, and elements and forming project team. Establishing project estimates. Designing computer solutions along with team architects and engineers. Maintaining system protocols by writing and updating procedures. Providing direction to the development and testing scrum teams. Being a highly effective technical leader-by-example, mentoring the application development team and using your expertise to guide the design, development, and maintenance of the application. Maintaining overall industry knowledge on latest trends, technology, etc. Driving scope definition, requirements analysis, functional and technical design, application build, product configuration, unit testing, and production deployment. Ensuring delivered solutions meet/perform to technical and functional/non-functional requirement. Providing technical expertise and ownership in the diagnosis and resolution of an issue, including the determination and provision of workaround solution or escalation to service owners. Ensuring delivered solutions are realized in time frame committed; work in conjunction with project sponsors to size and manage scope and risk. Providing support and technical governance. Providing industry thought leadership to fellow team members across business and technical project dimensions solving complex business requirements. Demonstrating forward thinking in how technology can support modernization efforts. Incident Management Ability to lead as a Critical Incident Manager to restore production applications impacting events. Ability to manage multiple IT projects simultaneously. Ability to present and communicate at all levels within an organization. Qualifications include: Bachelor's with 8+ years of system business analysis and development experience (or commensurate experience).
