Assistant Water Distribution Superintendent

Under the general supervision of the Water & Sewer System Superintendent, this position supervises the construction, maintenance, and operation of the water distribution system to provide adequate potable water for fire, domestic and commercial purposes. This position monitors the efficient use of resources to include manpower, equipment, and materials. The Assistant Superintendent manages departmental and City policy and procedures, and exercises independent thinking, judgment, initiative and understanding of the water distribution system as well as city politics, rules, and policies. Essential Responsibilities: Interviews, supervises, trains, evaluates, and coordinates the schedules for the Water Distribution supervisors and staff that perform the construction, maintenance and operations of the City's water distribution systems. Oversees, prioritizes and manages the workloads and assignment of crews, equipment and materials used for construction projects, new water taps and maintenance including main breaks. Approves drawings and plans for water main extensions and/or replacements. Receives and responds to complaints, inquiries and requests for service from the public, other City employees and departments as well as other governmental or private entities. Prepares and processes purchase orders. Oversees the acquisition and inventory of supplies and equipment for the department and is accountable for property management. Makes recommendations that impact the department budget and manages the budget within the department. Assigns and schedules work assignments to be performed by departmental personnel. Reviews employee performance evaluations performed by direct reports, and assists in administering disciplinary actions or terminations as needed. Conducts field inspections and guides, directs and reviews employee's work progress and makes adjustments to schedules and staffing allocations as needed to ensure the timely completion of work assignments. Assists with data entry, data analysis. Ability to use Microsoft Office including but not limited to Outlook, Word, and Excel. Assists with policy and procedure development. Coaches, evaluates, trains, supervises and disciplines employees within guidelines of personnel policies. Provides customer service daily and responds to emails and phone calls from customers and contractors. Supervises and trains technical and non-technical personnel and occasionally performs field related duties, such as operating heavy equipment, in the process. Supervises the adherence to regulatory statutes including EPA, Health Department, Water Commission and Water Conservation Districts in a manner that meets all regulatory and licensing requirements. Supervises and assists with preparation of a wide variety of internal and external reports in a manner that is both accurate and usable. Performs other job-related duties as assigned. Minimum Requirements: Requires a High School Diploma or its equivalent (GED) and seven (7) years of experience in a related field, with two (2) years of experience in a supervisory position. TCEQ Class C Water Distribution License, required. TCEQ Class B Water Distribution License preferred. Associates degree in engineering, or a minimum of 60 college credits in water hydraulics, communication, or management, preferred. Valid Texas Class A Commercial Driver's License preferred. Knowledge, Skills, and Abilities: Ability to use computers for data entry, word processing and accounting purposes. Ability to operate heavy equipment safely and train others on the use of this type of equipment. Ability to supervise employees developing, installing, or repairing technology systems. Strong verbal and written communication skills. Ability to operate computers and other basic office equipment.
