Gila County, AZ is offering a full-time position with a salary range of $68,908.00 to $86,135.00 annually. The job is located in Globe, AZ, within the Health and Community Services department. The purpose of this position is to enable economically disadvantaged families and clients in the service area to become more self-sufficient. The role involves providing leadership, direction, and guidance to all programs of the Community Services Division. Supervisory responsibilities
include regularly assigning work to other employees and supervising related activities. Provides recommendations on discharging employees, employee disciplinary actions, employee salary increases, hiring employees, employee promotions, handling employee grievances, employee coaching, employee training, evaluating employee performance, granting time off and scheduling work hours of employees. Essential duties and responsibilities
include: Leads advisory boards mandated through divisional programs; supervises the gathering of federal housing information, development of studies and writing of division reports. Serves as departmental advisor to citizen commissions and provides information on the status of programs; assists commissions in assessing community needs and establishing program priorities; develops and maintains effective inter-agency working relationships with governmental officials at Municipal, State, and Federal levels and executives of business, private agencies and community leaders. Plans, supports and advocates for continuous funding for service programs; researches and writes grant applications. Develops and maintains partnerships and coordinates division activities with other County departments, State and Local community services agencies, and other outside agencies and organizations. Analyzes and provides feedback to division policies and procedures in relation to efficiency and cost-effectiveness. Researches for and develops new programs. Plans and coordinates activities in existing programs and facility expansion; provides technical assistance to Program managers regarding planning and budgeting. Performs other duties as assigned. Budget responsibilities include reviewing, editing, and approving project and team budgets for submission. Project responsibilities include providing project resource allocation based on pre-approved resources for technology projects, quality assurance projects, and process improvement projects. Oral communication duties include training colleagues, explaining County procedures or processes, responding to public inquiries, participating in meetings, giving presentations, moderating gatherings, negotiating or persuading, and conducting meetings. Written communication duties include creating or editing documents, internal memos, emails, formal letters, press releases, proposals and grants, reports, and Board of Supervisor's presentations. Interactions with the general public include employees, customers, vendors, regulatory bodies, and other groups and/or individuals and institutions over the telephone, by email, and/or in person. Interactions specifically with customers occur regularly (more than 55% but less than 70% in a year). Minimum education required is a high school diploma or GED. Minimum years of directly related experience required is five (5) years' experience, with at least two (2) of those years serving in a supervisory/management position; or an equivalent combination of education, training, and experience. Professional credentials required include a valid driver's license. Knowledge required includes administration and management, communications and media; principles and practices of community service and social service administration; methods and standards for delivering social and community services; processes for planning and delivering community and social service programs; social and community service issues and trends; grant programs and funding resources; regulations and standards governing social and community service operations and activities; processes for developing and administering budgets; and supervisory/management principles, practices and methods. Skills required include active listening, analytical thinking, communicating diplomatically, public speaking (large groups), problem recognition, analyzing operations and training needs, diversity awareness, and time management and multi-tasking. Abilities required include recognizing problems, multi-tasking, maintaining mental response and quickness, maintaining calm demeanor in stressful situations, considering options, risks and benefits, and solving problems sensibly and swiftly. Physical demands include routinely sitting to complete reports, operate computers, complete a program, and attend to other duties; occasionally lifting under 10 lbs., lifting up to 25 lbs.; rarely lifting up to 50 lbs.; constantly requiring dexterity for keyboard operation; and being required to walk to and from work sites, stoop, crawl, kneel, and twist; and routinely bending. Work environment includes spending time in an office environment; occasionally in housing construction areas; and routinely in an automobile. Safety risk exposure includes being generally not exposed to safety risk, but on rare occasions, exposure to telephone verbal abuse by customers or citizens. While on construction or homesites, exposure to physical danger, mechanical hazards, chemical hazards, bloodborne pathogens, fire hazards, respiratory hazards, extreme temperatures, noise and vibration, wetness and humidity. Protective gear and safety manuals require following written safety procedures and manuals relevant to the division or department.
