Compliance Director
The San Francisco Municipal Transportation Agency (SFMTA), a department of the City and County of San Francisco, is responsible for the management of all ground transportation in the City. SFMTA keeps people connected through the San Francisco Municipal Railway (Muni), the nation's seventh largest public transit system. The Agency's additional responsibilities include managing parking and traffic, bicycling, walking, and the regulation of taxis. Compliance is at the core of the SFMTA's mission and future. This is your opportunity to collaborate with stakeholders and teams throughout the agency in the areas of Civil Rights, Regulatory Affairs & Audits, and Administrative Hearingsand contribute directly to improving SFMTA for the people of San Francisco. Under the general direction of the Administration Division leadership, the Compliance Director (CD) will assume full management responsibility for the following units: Regulatory Affairs & Audits; Administrative Hearings; and the Office of Civil Rights. This director-level role is responsible for shaping and executing agency-wide compliance policies, goals, and objectives. The CD brings together all the agency sections working to implement Civil Rights and Equity programs, which includes Title VI/Equal Employment Opportunity (EEO), Investigations, Ombuds, Small Business, the Office of Racial Equity & Belonging (OREB), Accessible Services. The CD leads the team in these areas overseeing compliance with various regulatory requirements. Examples and important and essential duties include: Manages the development and implementation of departmental goals, objectives, policies, and priorities for Civil Rights, Equity, Regulatory programs. Manages departmental compliance activities including equal employment opportunity compliance, small, disadvantaged business programs, contract compliance. Manages internal grievances and external complaints regarding potential discrimination, harassment, and retaliation. Prepares comprehensive strategic plans for Civil Rights, Equity, Regulatory program needs. Serves as SFMTA liaison officer for equity programs. Stays abreast of new regulations/laws related to Civil Rights, Equity, Regulatory matters. Advises management of pertinent and timely regulations/laws/developments. Conducts and manages a variety of organizational, operational, and analytical studies and investigations. Manages labor issues and grievances. Coordinates, compiles, and prepares correspondence, reports, and documents. Manages and participates in the development and administration of the division/section/unit budget. Complies with mandatory audits for the various units. Reviews completed performance audit/investigative reports. Represents the Office of Civil Rights/Regulatory Affairs & Audits/Administrative Hearings at various meetings. Provides assistance to the SFMTA's Director of Administration. Explains, justifies, and defends programs, policies, and activities. Directs and ensures timely response to Sunshine, legislative, media, and community requests. Handles highly confidential information. Selects, trains, motivates, and evaluates assigned personnel. Performs other duties as assigned. The ideal candidate is a results-oriented professional with proven experience in Civil Rights, Equity, and Regulatory programs. The candidate should have knowledge of the theories, principles, and practices of applicable federal, state, and local rules and regulations governing civil rights for a public agency. The candidate needs to communicate clearly and concisely, both orally and in writing. The candidate needs to excel at building effective working relationships with leadership, peers, and staff across the agency, and City departments in a manner that advances both Agency and City priorities. Candidates should demonstrate exceptional long-term planning and execution skills with the ability to prioritize competing needs under potential resource and delivery timeline constraints. The ideal candidate needs to promote and advance the Agency's mission, vision, values, and goals. A successful candidate will value staff development, foster team cohesion, and promote performance accountability. Emotional intelligence, collaboration skills, and the ability to work effectively with the SFMTA's diverse staff and San Francisco's diverse demographics are critical for success in this role. Additionally, the ideal candidate should have experience working with SF community-based organizations. Minimum qualifications include: Possession of a bachelor's degree from an accredited college or university; AND Ten (10) years of full-time professional verifiable experience in Civil Rights, Equity, Compliance management or a closely related field, which must have included eight (8) years of management-level experience. Education substitution is available for additional years of required experience in professional-level contracts and/or procurement work on a year-for-year basis. Desirable qualifications include: Experience implementing Civil Rights, Equity, Regulatory programs at a transit agency. Experience in long-term planning and the ability to prioritize competing needs. Fosters team cohesion and promotes performance accountability. Experience in conducting investigations.
