CBP Officer (Cargo Manager) Position

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, New York Field Office, located in New York, NY. Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise to manage one or more national programs in order to help to detect and prevent terrorists and instruments of terror from entering/exiting the U.S. Apply for this exciting opportunity to direct programs that strengthen the Department's ability to perform homeland security. This position starts at a salary of $124,189.00 (GS-13, Step 1) to $161,448.00 (GS-13, Step 10). To meet agency needs, this position will be filled on a temporary basis not-to-exceed (NTE) 1 year, with possible extension(s) for an additional 2 years. You may be returned, at any time, to the position from which temporarily promoted, or to a different position of equivalent grade and pay, and that the return is not subject to the procedures found in 5 C.F.R.

In this CBP Officer (Cargo Manager) position, you will become a key member of a team of homeland security professionals detecting and preventing terrorists and instruments of terror from entering the U.S. The duties you will be performing include: Applying a thorough and comprehensive knowledge of program related legislation and regulations and an extensive knowledge of inspection and investigative techniques including the preparation of reports that substantiate findings and serve as a basis for legal action. Reviewing and analyzing carriers', importers', and exporters' manifests, permits, certificates, entries, invoices, and associated documents to determine the admissibility of merchandise or cargo, and levels of risk for possible violations of laws and threats to national security, economic and agricultural interests. Developing, planning, and providing guidance on tactical operations, such as the targeting of pre-arrival commercial cargo shipments and on those for export. Providing oversight and outreach to Port personnel on the analysis of a wide variety of commercial documents such as invoices, bill of lading and packing slips in order to identify anomalies attendant to the importation and exportation of commercial merchandise. Managing, coordinating, and ensuring the identification of, targets, controls and examination of passengers and cargo leaving the United States in order to ensure that the mission objectives of interdicting terrorists and instruments of terror and compliance with export requirements are met. This vacancy has a local commuting area requirement, as defined below: The area surrounding the duty station by which people reasonably travel back and forth from home to work; The employee's permanent duty station is located within the reasonable travel area surrounding the duty station of this vacancy; Or if applicable For employees who are detailed or temporarily promoted for more than 1 year to another duty location, the detailed or temporary duty location is considered to be the duty location of record for commuting area purposes. Conditions of Employment: You must be a U.S. Citizen to apply for this position. Males born after 12/31/1959 must be registered with Selective Service. Firearm Requirement- This position requires that the incumbent meet initial and continuing qualifications in the use of firearms as outlined in the Gun Control Act of 1968, amended by the Lautenberg Amendment of 1996. Experience: You qualify for the 13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting primary inspections of cargo, conveyances, and travelers to determine admissibility, alienage, citizenship, and the need for referral to secondary inspection for further intensified inspection at Ports of Entry (POE) utilizing behavioral and cultural analysis. Conducting secondary inspections of referrals from primary inspections through interviews, additional database queries, communication with other law enforcement agencies, and use of technology at the POE. Identifying, targeting, controlling, and examining passengers and cargo leaving the United States to ensure the mission objectives of interdicting terrorists and instruments of terror, and compliance with export requirements. Developing, planning, and providing guidance on tactical operations, such as the targeting of prearrival commercial cargo shipments and on those for export; developing programs designed to secure supply chains. Communicating and interacting with internal components, other law enforcement agencies, foreign entities, and carriers; performing risk assessment by applying behavioral and cultural analysis and decision-making skills.
