Job Title: Utility Billing Office Manager Summary
Employees in this class are responsible for coordinating, managing, staffing, and organizing the Utility Billing Office and employees. This includes customer service in billing, collecting, and processing utility bills as well as maintenance of customer files. This position reports to the Utilities Director or their designee. Essential Job Duties
The following duties are generally required for this position: Manage the operations of the Utility Billing office. Supervises all Utility Billing employees. Responsible for updating and maintaining utility billing procedures. Assigns, creates, and reviews the work responsibilities for all utility billing staff (i.e., maintaining customer accounts, billing, and collection for services). Coordinates through Utility Billing Staff meter reading, re-reads, and delinquent disconnections with Utilities field division staff. Organizes through Utility Billing Staff work orders for Utilities field division staff. Manage collections of bad debt accounts. Coordinates communication with customers regarding payments, adjustments, inquiries, complaints, and/or other matters requested by the customer. Oversees daily cash receipt edits and reconcile all utility deposits by Utility Billing Office Manages through Utility Billing Staff posting of daily cash receipts. Reviews and approves customer account adjustments, and billing discrepancies including dead and non-registering meters in accordance with Village Policy. Maintains Utility Billing records and necessary reports. Coaches and trains subordinates on an ongoing basis Collaborates with Utility administration by providing input as it relates to evaluating, disciplining, hiring, and terminating employees in the department, and interviews job candidates for the department. Manages through Utility Billing Staff, the reconcile billed revenue process including consumption report. Manages through Utility Billing Staff, utility quotes for new construction. Oversees New Utility Accounts creation and or set-ups which includes the delivery of all new meters for new construction. Work with Meter Suppliers to manage the delivery of all new meters under warranty. Manage all ENCO Utility Service Invoices and prepare check requests. Manage any billing discrepancies including dead and non-registering meters. Manages through Utility Billing Staff any Utility Billing upgrades and projects. Prepare monthly office calendar. Manage through Utility Billing Staff, the audit process at the end of each fiscal year The omission of specific statements of duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification. Other duties may be required or assigned. Minimum Qualifications
High school diploma, GED or equivalent is required. Bachelor's degree or higher from an accredited college or university preferred. A minimum of five (5) years of supervisory experience in utility billing or a related field are required. Bilingual (Spanish speaking) preferred. Knowledge, Skills, and Abilities
Ability to manage, organize, train, delegate, and provide feedback to staff on day-to-day functions A knowledge of accounting and bookkeeping is required. Should be able to understand and follow complex oral and written instructions. Ability to develop standard operating procedures in conjunction with Village Ordinances. Ability to read, speak, and write in English. An Advanced knowledge of Microsoft Office, and account management software applications are also required. Physical Demands

We have 14 paid holidays per year. Police Holiday is paid or comp'd at ten (10) hours for holiday except birthday which is at 8 hours. Birthday is an additional paid holiday but must be requested approved by supervisor, and taken in the same week as the birthday occurs. Personal Leave Time:
Accrues weekly from hire date at the rate depending on length of time in service. PLT may be used, paid, after six (6) months.
