Summary This position is located at the Defense Logistics Agency, Richmond, Virginia. This position is eligible for the NAF benefits package and leave accrual. DLA CYS Employee Childcare Fee Discounts (must work at least 15 hours per week) First Child: 100% childcare fee discount (all CYS employees) Second Child: 50% childcare fee discount (all CYS employees) Responsibilities Works in the capacity of the Child and Youth Services (CYS) Coordinator for a Defense Logistics Agency (DLA) CYS Program overseeing center-based services to include full-day-day, part-day, preschool, school age-service program and more. Manages center-based operations, including staffing, budget, enrollment, policies, and community engagement. Delivers briefings to command, personnel, and DLA Headquarters (HQ) to provide updates on the CYS program. Directs overall CYS operations, including personnel management, recruitment, and evaluations. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Successful completion of a 4-year course of study in an accredited college or university leading to a degree with a major course of study in early childhood development / youth development / family studies / education / or closely related field. (Graduate work preferred). OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition, candidate must possess: 1. Strong organizational skills - with emphasis on coaching / teambuilding / leadership skills. 2. Comprehensive oral communication skills and analytical writing skills. 3. Comprehensive understanding of MWR programs, APF and NAF funding, and relationship to child and youth programs. Knowledge of management analysis, personnel development, and financial programs. 4. Experience working with regulatory, personnel, funding and budgeting proponents at an Installation Level Highly Preferred: Highly qualified candidates will possess 5 years experience as a CYS Coordinator in an Army (or other DoD branch) mid-sized Child and Youth Services Program. PCS Costs Payment Permanent Change of Station (PCS) costs may be authorized, based on a determination that a PCS move may be in the Government's interest. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Incentives will not be paid. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
