Duties and Responsibilities
- Prepares solicitation and purchase order documents. Selects appropriate clauses, ensures clear and complete specifications.
- Assists in the review and preparation of Requests for Proposals (RFPs).
- Analyzes and evaluates proposals received. Makes recommendations to the supervisor for contract award based on factors such as price, delivery terms, contractor responsiveness, conformance with contract specific requirements, etc. Prepares necessary documents as required.
- Assists in establishing negotiations strategy for major procurements by researching precedent information, preparing schedules and other similar documents, etc.
- Assists in performing post-award contract administration functions.
- Serves as Contracting Officer within prescribed limitations.
- Performs contracting support functions such as assembling and maintaining contract files/packages, abstracting bids, processing amendments and modifications, processing delivery orders, etc.
- Maintains required records of contracting activities/actions.
- Operates ADP equipment in the performance of duties.
- Consolidates data and communicates information, pertaining to timeliness of the procurement action process, purchase order delivery status and other procurement statistics.
- Prepares and tracks a variety of correspondence, contracting documents, etc. in accordance with prescribed procedures and under minimal supervision.
- Collects, summarizes and analyzes data required for contract actions.
- May supervise subordinate associates.
- Trains subordinate associates on department policies and processes. Serves as Contracting Officer with signatory authority of $500K for Revenue Type Contracts and not to exceed the Simplified Acquisition Threshold (SAT) for Non-resale (expense) Contracts. Performs other related duties as assigned.
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.
Qualifications
A 4-year bachelor's degree, in any field OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND One year of experience that provided an understanding of the basic principles and concepts of procurement business and/or contracting program requirements.
