Whatcom CountyAdministrative Servicesis seeking a Contract Analyst in theFinance Division.

Key Duties include:

  • Oversees comprehensive organizational wide contract administration and contract language development to ensure compliance with legal requirements and integration with the County financial system.
  • Provides expert level technical analysis and assistance for contract development and compliance across all County departments and contract types including services, goods, grants, interlocal agreements, and professional services.

  • Reviews bid/RFP documents to ensure proper contract language and terms that flow seamlessly into executable contracts. Works closely with legal to ensure all contracts fall within appropriate legal authority and represent the proper expenditure of public funds.

  • Flags high-risk contracts for further review and collaborates with other stakeholders and decision makers. Works closely with procurement staff to coordinate processes needed to generate contracts with clear deliverables and appropriate payment mechanisms.

  • Coordinates the collection, development, and analysis of data and other information.

  • Exercises independent judgment in analyzing problems, issues and situations; develops and implements recommendations. Plans, conducts and presents at public meetings.

  • Assists management and other staff, as directed. Complies with legal standards and requirements.

Salary Range: $7,010 - $10,179 - Unrepresented- Range 9 This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to negotiated Cost of Living Adjustments (COLA).
We are required by State Law to list the full salary range. As a public entity and in a union-covered position, we are required to make pay decisions based on experience, qualifications, and equity with other employees. Hiring rate typically is limited to entry to mid of the posted salary range, subject to required approvals.
  • Requires a Bachelor's degree in public or business administration, accounting, finance, or a closely related field AND six years of progressively responsible experience in contract administration, procurement, or financial analysis, INCLUDING four years of experience with local government contracting, procurement processes, or compliance activities.

OR

  • Eight years of progressively responsible experience in local government contracting, procurement, or compliance activities, INCLUDING three years of experience managing complex contracts or procurement processes.

  • Certified Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) certification preferred.
