ESI is now hiring an Insurance and Banking Legislative Attorney in the Tallahassee, FL.


POSITION SUMMARY:


ESI is seeking an Insurance and Banking Legislative Attorney who is responsible for conducting research, analyzing legislation, bills, and documents, drafting bills and amendments, and providing counsel to legislators and legislative committees. This position will focus on issues related to financial services regulation in Florida, including financial institutions and products, consumer and payday finance, the securities and investment industry, cryptocurrency, financial technology, the licensing of financial services professionals, money transmitters, and foreign currency exchangers.



QUALIFICATIONS:


  • A bachelor's degree from an accredited college or university is required.
  • Membership in good standing with The Florida Bar is preferred, but candidates who are eligible to sit for the Florida Bar or are licensed in another jurisdiction will also be considered.
  • Prior Similar Experience is preferred.
  • Ability to walk, stand, stoop, bend, push a cart, or lift during the entire shift
  • Ability to lift up to 25 pounds, including small packages and supplies

DUTIES AND RESPONSIBILITIES:


  • Analyzes and objectively summarizes proposed legislation to determine its effectiveness and the impact of its passage on the state and other entities and individuals.
  • Researches and drafts legislation, and amendments to legislation, at the direction of the committee chairperson, other legislators, or the policy chief.
  • Monitors and coordinates the progress of committee legislation through the legislative process.
  • Assists in planning committee meetings including agenda, speakers, presentations, and materials.
  • Briefs and advises legislators verbally and in writing on issues to be discussed in committee, on the floor, or with constituents.
  • Provides counsel and advice to legislators and legislative committees on matters including the development of legislation and legislative programs and the interpretation of state and federal legislation.
  • Recommends needed changes to legislation based upon trends in interpretation and application of the law by courts and based on agency and stakeholder comment.
  • Performs research concerning the interpretation of state laws and rules and on other matters in question for legislators and staff and in response to questions from legislators and the public.
  • Maintains knowledge of issues related to financial services and the Florida financial services market by collecting resource materials, reading industry publications, communicating with industry representatives and agency personnel, and attending workshops and conferences.
  • Monitors the implementation of legislation to ascertain that legislative intent is met.
  • Reviews agency action pursuant to Chapter 120, the Administrative Procedure Act, to identify instances of the invalid exercise of delegated legislative authority, and monitors Florida and federal court cases and administrative decisions.
  • Maintains communications with relevant agency heads, or their assigned deputies, assistants, and agency general counsel.
  • Performs other related duties as required.
