Duties Description The Fund is seeking a highly skilled administrator with exceptional leadership skills to direct and oversee the Fund. The Fund is a state public benefit corporation with responsibilities over a breeding program for Standardbred horses in New York State. The Executive Director, reporting to a Board of Trustees, would administer the day-to-day mission of the Fund to promote agriculture through the breeding of Standardbred horses and the conduct of a three-tiered racing program in the State.
The Fund oversees responsibilities as defined under Sections 330 – 335 of the Racing, Pari-Mutuel Wagering and Breeding Law, including the administration of the New York Sire Stakes races, Excelsior / State Fair Series races, and County Fair Races. Additionally, the Executive Director directs efforts to assist county agricultural societies.
The Executive Director, at the direction of the Board of Trustees, provides oversight to a broad scope of activities including:
Accountability to the Board of Trustees and responsibility for executing their directives and decisions;
Administering and conducting the business of the Fund;
Coordinating activities such as marketing, financial planning, operations, security, administration, stakeholder relations, and information dissemination, either directly or through vendors;
Providing guidance, direction, and authorization to staff and contractors to implement strategies and standards;
Reviewing program analysis to assess results and determine further actions.
The Executive Director shall:
Coordinate actions aligned with the Fund’s goals;
Oversee staff responsible for program administration;
Plan, organize, and direct the New York Sire Stakes program;
Manage racing operations at harness tracks in NYS;
Prepare and present regular updates and an annual report to the Board, including performance metrics;
Coordinate racing operations with tracks, Goshen Historic Track, and county fairs;
Interpret policies and guide staff in their implementation;
Establish and maintain relationships with Trustees, NYS Gaming Commission, legislature, racetracks, and the public;
Oversee internal controls, records management, and retention for the Fund.
Minimum Qualifications and Preferred Qualifications:
At least 7 years of experience in organizations of similar size, with no financial interest in the racing or gaming industry during or immediately after tenure, including 3 years in a senior or executive role;
An undergraduate degree in Law, Business Administration, Marketing, Public Administration, Finance, Economics, Auditing, or Accounting, or a related field;
Strong leadership and management skills;
Excellent organizational and analytical abilities;
Experience in strategic planning, procurement, negotiation, conflict resolution, and contract administration;
Exceptional communication skills, both written and verbal;
Superb interpersonal skills;
Experience in executive management within the horse racing industry;
Experience working with governmental regulatory entities;
Experience with strategic, operational, and financial planning in the horse racing sector.
