Description Adult Services Intake - Receives and responds to call from the Adult Services Hotline. Once all of the appropriate information is gathered, the worker documents this information on the required intake format. Intake forms for APS are completed on the computer and sent to the supervisor for review and to make a screening decision. North Carolina policy requires that screening decisions for APS cases involve a two-party screening process. The worker and the supervisor make this decision together with the supervisor having the ultimate authority to make the final decision.

It is critically important that referrals are completed accurately, thoroughly and quickly. The agency's time clock for initiating an investigation or assessment starts when the report is received in the agency. The report is assigned to another social worker who has only 3 to 72 hours to initiate the investigation/assessment.

All reports of adult abuse, neglect and/or exploitation must be documented. Even if the information provided does not meet the legal definition of abuse, neglect and/or exploitation the worker must still document all information provided in order for a screening decision to be made. District Attorney and Law Enforcement referrals are made upon finding evidence indicating that a person has abused, neglected and/or exploited a disabled adult.

During all contacts with persons who make reports of abuse or neglect, the worker is providing information about the law and policy, assisting family members with dealing with sensitive and traumatic family situations, providing education to professionals and the general public regarding abuse, neglect and exploitation issues. Randolph County DSS receives approximately 20 reports of adult abuse, neglect and/or exploitation each month.

All reports of Adult Protective services are confidential and the reporter's identity is protected by law. It is the intake worker's responsibility to explain this confidentiality requirement and to abide by it at all times. Frequently, the intake worker will receive inquiries from family members, the general public, other agency personnel and other professionals wanting to know if a report was made on a specific adult. Sometimes the persons making these inquiries can be quite persistent and demanding of information. Access to this information can be provided only under certain very limited situations and the intake worker must be familiar with what the confidentiality law allows or does not allow. Employee in this position receives, screens, researches and completes the intake process for Adult Protective Services. Employee also provides case management services to disabled adults and assist them in referring and accessing services that are designed to improve their situation and quality of life.

Reports for Adult Protective Services come to the agency by telephone, in person, by email or mail, and through reports received by the agency for other purposes. The worker's responsibility is to interview, either by telephone or in person, the party making the report of abuse, neglect and/or exploitation. The worker must gather specific information that is documented thoroughly on the APS Intake Form to be passed on to the supervisor for a screening decision. Specific information includes the victims' name, address, current location, household composition, medical or mental health status, and the specific allegations of abuse, neglect, dependency or exploitation. It is the employee's job to gather the information that helps the department to make a screening decision in accordance with North Carolina General Statutes.

The employee must utilize specialized interviewing methods, techniques and have knowledge of indicators of abuse, neglect and exploitation necessary to make screening decisions according to North Carolina General Statutes.

Employee asks leading questions to draw out the appropriate information to make the correct screening decision. This involves asking open-ended questions, asking follow-up questions, asking the reporter to describe what they saw or heard, asking the reporter to discuss topics that may be extremely sensitive and difficult to discuss.

Employee is required to research all agency records for information that may be pertinent to the assigned social worker. The worker must have a basic understanding of all adult services programs and how to access or request needed information.

Once all of the appropriate information is gathered, the worker documents this information on the required intake form. Referral forms are completed on the computer and sent to the supervisor for review and to make a screening decision. The supervisor makes all screening decisions for APS referrals based on the Division of Aging and Adult Services (DAAS) screening policy and North Carolina General Statutes.

Employee exercises great accuracy when completing the licensure / re-licensure process for Adult Daycare Facilities (Our Place and Staywell). Licensure paperwork must be accurate, thorough and meeting all requirements of the Department of Health and Human Services Division of Aging and Adult Services. Vital information is gathered and the employee must work in partnership with the Senior Adult Center Director and Randolph County Health Department to ensure all pertinent and required information is completed and submitted timely to the State Licensure Division.

Additionally, the Employee case manages the SA In Home program. Employee must manage the number of assigned slots for Randolph County DSS. Employee completes assessments for eligibility and monitors those cases for continued eligibility of the program.

Employee must create thorough documentation in accordance with current policies including but not limited to; all contacts with reporters, adult clients, family members, collaterals, partnering agencies and their staff, health care entities and facilities, mental health professionals, etc.

Other assessments and all Adult Services tools must be completed as required by current policy.

Employee exercises considerable judgement in gathering appropriate information for an APS referral and screening decisions based on meeting criteria per policy. The selection of appropriate screening decisions and timeframes requires significant understanding of general statues and policy that are vital to ensuring safety and well-being of disabled adults.

Employee must understand social work theory, techniques and practices, social problems, medical and mental illness, family dynamics, and crisis intervention.

The employee may, when assigned by the supervisor, case manage disabled adults in need of a guardian, SA In Home programs, protective payee and other Individual and Family Adjustment services.

Regular attendance and punctuality are essential. The Intake Worker must be available to ensure critical adult protective services are received, documented, screened, and provided in a timely manner as required, and in accordance with, federal and state laws, directives, policy, and guidance.

Employee performs other related duties as assigned. Minimum Education and Experience Bachelor's degree in social work from an appropriately accredited institution; bachelor's degree in a human services field from an appropriately accredited institution and one year of directly related experience; bachelor's degree from an appropriately accredited institution and two years directly related experience; or an equivalent combination of education and experience.
