Supporting: ELM and the ELM Action Fund

Salary Range: $110,000 - $130,000

The Environmental League of Massachusetts (ELM) and the ELM Action Fund (ELM AF) advocate for policy and build political power to meet environmental challenges. We are seeking a visionary and strategic leader for New England for Offshore Wind (NE4OSW) , a coalition advancing responsible offshore wind as a clean, reliable, affordable American energy source. The Sr. Director of Offshore Wind will be an integral member of a 23-person team. Read our purpose, mission, vision, and values .

The Senior Director will provide strategic vision and leadership for offshore wind policy and politics, leading ELM and NE4OSW to harness renewable resources responsibly and timely.

Responsibilities:

  1. Vision & Leadership: Lead offshore wind advocacy, review priorities, and allocate resources effectively.
  2. Identify opportunities: Partnerships, community engagement, infrastructure, and market development.
  3. Stay informed: Political, policy, and market dynamics at all levels.
  4. Build stature: Engage stakeholders, serve as spokesperson, and lead communications campaigns.
  5. Collaborate: Work with policy teams to advance offshore wind through legislative efforts.
  6. Evaluate opportunities: Support political and electoral impact efforts in New England states.
  7. Fundraising: Engage foundations and donors, cultivate relationships.

Coalition Strategy & Power:

  1. Drive strategy for NE4OSW coalition.
  2. Manage and mentor the Coalition Manager, build alignment among diverse members.
  3. Represent ELM and NE4OSW publicly.
  4. Develop advocacy campaigns and legislative strategies.

Policy & Advocacy:

  1. Design policy proposals for permitting, transmission, storage, markets.
  2. Advise on regulatory strategies.
  3. Monitor legislative activity, respond to opportunities.
  4. Draft advocacy materials.

Leadership & Staff Management:

  1. Lead a team of 2+ staff and consultants.
  2. Foster a collaborative, innovative team culture.

Qualifications:

  • Enthusiasm for ELM and NE4OSW missions.
  • Deep expertise in offshore wind.
  • Leadership and management skills.
  • Passion for coalition work.
  • Political instincts and communication skills.
  • Commitment to racial justice and inclusivity.

Preferred:

  • Knowledge of New England legislative landscape.
  • Strong network in energy policy.
  • Experience with grant writing.

Compensation & Benefits:

Salary of $110,000-$130,000 depending on experience. Includes paid time off, health/dental insurance, HSA, 403(b) plan. Hybrid work environment in Boston, MA, with periodic travel. Occasional outside hours required.
