The City of Emeryville is currently seeking an engaging, methodical human resources paraprofessional. The Human Resources Analyst performs professional-level human resources services in areas such as recruitment and selection, classification, compensation, employee and labor relations, disability and leave management, benefits administration, risk management, or other HR activities. The selected candidate will advise departments on HR matters, exercise central management oversight on HR policies, handle complex research and analysis, provide technical assistance, and perform other related work.

- Plan, lead, and oversee various HR activities including benefits administration, recruitment, employee relations, performance management, training, classification, and pay.
- Develop, coordinate, and administer examination processes, conduct job analyses, design selection procedures, and perform statistical analysis of results.
- Interpret and apply relevant laws, policies, and regulations; advise employees and managers on personnel policies, wage rates, and labor contracts.
- Conduct operational research, prepare reports, and make recommendations; collaborate with HR staff and City representatives to resolve issues.
- Conduct classification studies, including job analysis and salary surveys; review and recommend classification revisions.
- Respond to survey requests and prepare amendments to the Classification and Compensation Plan.
- Assist in labor negotiations by researching wages, benefits, and working conditions; analyze proposals and support negotiation strategies.
- Prepare and review administrative procedures, correspondence, and programs.
- Evaluate activities, recommend improvements, and oversee special projects involving interdepartmental coordination.
- Develop and conduct training programs for City employees on various topics including conflict resolution and harassment prevention.
- Coordinate training schedules and evaluate staff performance.
Education: Graduation from a four-year college or university with a major in human resources administration, business or public administration, psychology, or a related field.
Experience: Two (2) years of responsible experience in a human resources technician position or above. Equivalent technical HR work may substitute for education on a year-for-year basis.
