Position Overview This position is part of the

New York State HBITS initiative , supporting several projects for the NYS Department of Environmental Conservation. The Database Architect will play a key role in leading data migration efforts, designing OLTP data models, and ensuring high standards for data quality and governance. The ideal candidate will have extensive experience with SQL Server or Oracle, advanced SQL techniques, and a proven ability to guide cross-functional teams through the full SDLC.

Responsibilities Create and run complex SQL queries, stored procedures, and functions for data analysis and reporting. Maintain and manage scripts and code in a version control system. Work with developers and business teams to understand processes and rules. Document data models, migration steps, and data quality requirements. Lead and coordinate efforts between developers, DBAs, and analysts for successful project outcomes. Track project progress, address challenges, and escalate when necessary. Use advanced SQL functions for data aggregation and transformation. Improve SQL query performance for optimal results. Build and update reports/dashboards to monitor KPIs. Review systems and data flows to identify areas for improvement. Translate technical details for non-technical audiences. Mentor and support junior team members. Document data flows, system integrations, and governance processes. Share knowledge with other data management team members. Data Modeling:

Design and update conceptual, logical, and physical OLTP data models; maintain ER diagrams and data dictionaries; align models with governance standards; manage database change promotions. Data Migration:

Plan and execute ETL processes for data migration; handle pre- and post-go-live validation; choose and apply integration technologies; ensure quality, security, and compliance during migration; document processes and develop quality reports; troubleshoot and resolve migration issues.

Qualifications

7 years

Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of their field. 7 years

experience leading and executing end-to-end data migration projects (planning, design, execution, validation) using different integration patterns and technologies, ensuring compliance with industry standards, best practices, and organizational guidelines. 7 years

experience in designing and implementing data models for OLTP systems to support various business needs, including conceptual, logical, and physical data modeling. 7 years

experience using various SDLC methodologies (Agile, Waterfall, Iterative) and applying them in software development projects. 7 years

experience in systems analysis, including requirements gathering, process modeling, and system design. 7 years

experience in relational database management systems (SQL Server, Oracle). 7 years

experience using SQL to query, manipulate, and analyze data for analysis, reporting, and business intelligence, including analytic functions and advanced SQL techniques. 7 years

experience in data governance principles and practices to ensure data quality, traceability, and asset management.
