TAEMA Director

Under administrative direction of the Board of County Commissioners (BOCC) and City of Tulsa, the TAEMA Director is responsible for leading, developing, and coordinating comprehensive emergency management programs for Tulsa County, including preparedness, response, recovery, and mitigation activities in accordance with local, state, and federal laws. Essential Job Functions: Coordinates and directs in the planning, organization, and implementation of local emergency management activities. Oversees and participates in activities associated with various disaster planning committees assuring the preparation, participation, and coordination of emergency response training seminars, drills, and simulation exercises. Adheres to both Tulsa County and City of Tulsa job description. Performs the alert and warning function when necessary. Facilitates cooperation and communication among local emergency support agencies, including but not limited to fire departments, law enforcement, hospitals, and EMS. Keeps the Board of County Commissioners and Mayor/City of Tulsa informed of departmental operations, budget status, and legislative issues affecting the department. Coordinates the County Emergency Operations Plan and Hazard Mitigation Plan in accordance with Federal, State, and Local statutes, and updates Plan annually. Oversees readiness, activation, staffing, and operation of the County Emergency Operations Center (EOC). Coordinates planning, organization, and implementation of local emergency management training programs, and activities including but not limited to development of severe storm spotters and network designed to provide early warning alerts. Prepares and manages the department budget and administers federal, state, and local emergency management grants (e.g., EMPG, HMPG), ensuring proper compliance and reporting. Develops and implements public communication strategies, including risk communication and media relations, during emergencies. Coordinates with the Joint Information Center (JIC) if activated. Plans long-term emergency preparedness programs. Leads the development of continuity of operations (COOP), continuity of government (COG), and strategic emergency preparedness initiatives. Required Knowledge, Skills, and Abilities: Knowledge in the methods of organizing, planning, management, and supervision; state, local, and federal regulations pertaining to emergency preparedness; natural disasters and procedures; Planning principles and response protocols for threats and hazards; Principles and practices of management and organizational theory, business finance and budgeting, contracts, grant writing, business development, program management and analysis, supervision, personnel management, employee relations, and modern information systems. Proficiency with emergency management software (e.g., WebEOC, VEOCI), GIS tools, mass notification systems (e.g., Everbridge), and situational awareness platforms. Comfortable adopting new technologies for field and EOC operations. Computer Skills: To perform this job successfully, individual should have knowledge of Database software, Internet software, Spreadsheet software, and Word Processing software. Supervisory Responsibilities: Supervise the employees in the TAEMA department. Is responsible for overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Education and/or Experience: Graduation from an accredited four-year college or university with a degree in Emergency Management or a related field and five years of experience in emergency management or a related field. Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present verbally and in writing information to top management, public groups, and/or boards of directors. Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Certificates, Licenses, Registrations: Valid Driver's License possessed for at least 6 months Defensive driving with Tulsa County within 6 months of hired National Incident Management System courses preferred (ICS-100: Introduction to the Incident Command System, ICS-200: ICS for Single Resources and Initial Action Incidents, S-700: National Incident Management System, An Introduction and IS-800: National Response Framework) FEMA Certified Emergency Manager preferred Physical Demands: The physical demands described here are representative of those that must be met by an individual to successfully perform the essential functions of this job.
