Office Contact: Tara Kent Jackson, OMC Manager 850-245-9118 Job Description: This position is a professional accounting position in the Division of Vocational Rehabilitations (DVR) Financial Payments Section that is administratively assigned to the Bureau of the Comptroller. This position is responsible for the auditing and reviewing of documentation for contractual payments using the Florida Accountability Contract Tracking System (FACTS). Duties & Responsibilities: Incumbent will ensure all contracts/amendments/extensions have been entered into FACTS. Incumbent verifies original contract vendor name, amount, contract number, and execution date is correct in FACTS. Incumbent ensures deliverables, minimum performance expectations, payment history, and contract amounts are in agreement with the invoices and FACTS. Reviews New Contracts and Contract Amendments for the DVR: Incumbent ensures the contract has been signed by all designated individuals prior to payment processing. Incumbent ensures grant number(s) CFDA(s) and fund code are consistent with language in contract documents. Incumbent verifies vendor number and address with information in the state adopted accounting and financial management, general ledger accounting system is correct, and W-9 is on file. Incumbent ensures the invoice amount is consistent with contract and payment schedule. Incumbent ensures the budget sheet and cost allocation plan is included, accurate, and completed. Incumbent ensures contract terms comply with the funding source. Incumbent reviews cost reimbursement contract budgets for compliance with state and federal guidelines for payment and reporting requirements. Incumbent reviews contract closeout requirements and ensure that they do not conflict with the grant funding requirements. Incumbent will stay abreast with state and federal rules and regulations related to contracting and procurement. Attendance is an essential function of this position. Knowledge of the methods of data collection. Ability to prepare financial statements and reports. Ability to design and implement accounting systems. Ability to prepare and maintain a variety of accounting records. Ability to analyze and interpret accounting data. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to an accounting program. Ability to plan, organize, and coordinate work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to utilize problem-solving techniques. Knowledge of contracting and other financial requirements specific to state and federal law, especially those specific to DVR. Ability to work independently.
