Technical Project Manager

In this exciting position, you'll lead and manage design functions for the Utilities Capital Improvement Program, driving projects from concept through completion on behalf of the Public Utilities Department. You'll tackle a variety of critical design tasks including engineering design, feasibility studies, route analysis, easement acquisition, permitting, and managing bid phases. You'll oversee complex, high-impact projectson average managing 60 projects valued at $600 million annuallymaking a tangible difference in how our community thrives and grows. Deliver quality designs that are on schedule, within budget, and compliant with all codes and regulations. Manage all aspects of design from initiation through construction contract award, including plans, specs, bids, and permits. Develop and negotiate scopes and fees for professional services, including RPS and PSRC participation. Review and ensure accuracy of technical documents, reports, and studies, correcting deficiencies as needed. Coordinate with internal teams such as Procurement, County Attorney, and Real Property on contracts and easements. Monitor consultant expenditures and process invoices/pay applications in line with project deliverables and practices. Support Utility CIP updates and execution aligned with strategic goals and capital cost tracking. Facilitate public outreach by preparing communications, updating schedules/web content, and supporting public meetings. Maintain project documentation in eBuilder and ensure information is accurate for both internal and public use. Meet administrative and training requirements, including billable targets, reporting deadlines, and professional conduct. About You: Bachelor's degree in Engineering, Project Management, or related field AND five (5) years in project management or capital improvement project management. -OR- Master's degree in Engineering, Project Management, or a related field AND four (4) years in project management or capital improvement project management. -OR- Project experience can substitute for education on a year-for-year basis depending on the type of experience. A valid Florida driver's license at the time of hire. Preferred Qualifications: Professional Engineer licensed in the State of Florida. PMP certification. Comprehensive experience in design, construction, contract administration, and management of large utility projects. Starting Pay Range: $71,000.00 - $86,000.00/ annually, based on your experience.
