Oregon State Hospital, a Joint Commission and CMS certified public psychiatric hospital, provides psychiatric hospital services and patient treatment services to persons committed by the Oregon courts as part of the state mental health system. The Oregon State Hospital is the largest division of OHA with over 2,600 positions across the hospital. The Director of Training & Education (Business Operations Manager 3) is a key part of Oregon State Hospital's operations, reporting directly to the Deputy of Finance & Administrative Operations, under Finance and Operations. The Finance and Operations department guides and oversees administrative and business operations across the hospital system. The Director of Training & Education will oversee OSH training, education and policy coordination functions for the hospital and oversees a department that evaluates and delivers all training, education, staff development initiatives and policy coordination. The purpose of this position is to lead the collaboration with other leaders to promote best practices for workplace learning, engagement and support. What You Will Do LEADERSHIP: Lead the Training & Education department to goal setting, policy making and drive accountability for deliverables to meet identified priorities. Provide direction, leadership, and direct oversight to managers and directors of multiple departments including Nursing Education & Outreach, Learning & Development, Emergency Response & Staff Support, Training & Support and the policy/procedure team. Serve as a key advisor to the Deputy of Finance & Administrative Operations on hospital-wide training, education and policy matters. Advise and assist OSH leadership with training, education and policy-related strategic planning. Partner with senior leaders to effectively diagnose, develop and implement appropriate strategies to drive organizational effectiveness via training, education and policy development and/or alignment. TRAINING & EDUCATION OVERSIGHT: Plan, organize and manage the integration of staff training efforts to all Oregon State Hospital employees. Ensure training, education and policy adherence to The Joint Commission and Centers for Medicare/Medicaid Services standards of service. Promote and integrate current evidence-based and emerging best practice models related to the delivery of workplace learning. Define, measure, analyze, improve, and control systems of delivery of staff training, education, engagement, and support across the hospital. Coordinate activities with Human Resources to ensure compliance with established HR policies, objectives and applicable laws, rules and regulations as well as ensuring OSH-alignment with OHA training and education efforts and programs. Develop and implement strategies to increase employee engagement. Design, develop, implement and maintain a practical and innovative manager onboarding and leadership development strategy for OSH managers. Position requires the incumbent to work a professional work week where the hours of work fluctuate on a daily and weekly basis. Works in an office environment. Position may work a hybrid telework schedule. Is subject to fluctuating workloads and priorities in dealing with highly complex, sensitive and/or political issues.
