Pre-Construction Senior Manager The Mission Critical Center of Excellence manages billions of dollars in projects annually, specializing in data center and mission-critical construction for leading technology and telecommunications clients across the United States. The Pre-Construction Senior Manager will coordinate heavily with Corporate and leadership and resources, as well as Trade Contractor Division Leaders ("TCDL's") to identify scopes of work that TCDL's will estimate and schedule for the purpose of submitting a comprehensive proposals to assist TCDL's during the project pursuit and pre-construction phases. The successful candidate will be able to identify, coordinate, and communicate proposal development between each TCDL's and our Corporate and Estimating divisions. The Pre-Construction Senior Manager will lead several large preconstruction efforts simultaneously. Responsibilities

Additional responsibilities may include consulting with senior managers, data consultants, IT, scheduling, estimating, legal, cost control, and procurement activities. When required, the Pre-Construction Senior Manager will monitor design progress for compliance with defined cost, schedule, and quality criteria for the purpose of revising proposals and coordinating resolution of constructability issues during design. The Pre-Construction Senior Manager is responsible for communication to the TCDL's when updated pricing of alternative design concepts are required. Coordinate all pre-construction deliverables from commencement of project pursuit with TCDL's and Corporate Estimating. Review project documentation for quality, content, and constructability. Assure potential risk factors have been evaluated and reviewed with management. Coordinate constructability resolutions and request pricing of alternative design concepts. Ensure preliminary construction schedules are developed in accordance with estimates. Review cost models during the pre-construction and bidding period. Confirm the scope of work TCDL is pricing is consistent with the requirements of Corporate needs. Assist with contract documents. Unit Cost Pricing Clearly understand the complexity of the scope of work as shown on the construction documents. Prepare detailed take off of materials and/or oversee take off activities by other team members. Prepare detailed labor estimates utilizing man-hours, crews and equipment. Organize the material and labor information for pricing. Solicit material prices from suppliers. Obtain current labor rates. Prepare unit prices by "Building the Project in your Head." Verify and compare your unit prices or the price of a system with a subcontractor and previous similar estimates. Review all unit pricing on projects prepared by the Estimator. Make changes as required. Understand the influence of market conditions on pricing. Track all current market conditions. Subcontractor Solicitation & Selection Work with VP & Project Executive to track which subs have been awarded contracts and their contract size so as not to over load a subcontractor. Subcontractor Relationships & Feedback Directly manage subcontractor relationships and work to expand our base in the market(s) that Suffolk is operating in, as well as develop new markets based on RFP requirements. Work toward having SCCI become the GC of choice to work with. Pre-construction Abilities Identify the information required (man hours and rates) to prepare pre-con fees. Understand different types of pre-con agreements. Review all pre-con information to be submitted to the client. Take part in client presentations and presentations to upper management. Conceptual Estimating Review all pre-con information to be submitted to the client. Take part in client presentations and presentations to upper management. Hard Bid and Design Build Estimating Manage the bid process. Review general conditions. If the project is large enough, put the final bid spread sheet together with the Senior Estimator(s). Coordinate bid forms, bonds and insurance requirements for the bid. Review final plans and specifications with the Estimating team. Review of subcontractor selection and scopes and subcontractor/trade close outs on bid day. Confirm Bond costs, that Bid Bond has been received if required, and all insurance rates and quotes. Make Subcontractor, A/E fees, overhead, and fee recommendations to upper management. Identify pre-construction fees for Suffolk, where applicable. Turnover Meetings Review all scope sheets, and the project budget with the Senior Estimator. Participate in turnover meetings with the Senior Estimator. Exhibit B's & Scope Sheets Review scope sheets with the Senior Estimator before sending to Project Management and/or Purchasing. Quality Control of Departments Bids and Estimates Ensure on time delivery of bids and estimates. Complete and thorough conceptual estimates and hard bids. Create Value Management. Assist Senior Estimator with the bid or estimate and assign additional staff as needed. Provide and/or administer an in-house "Control Estimate" of every trade for every hard bid that SCCI is involved in. Provide a detailed "Presentation Control Estimate" for every pre-con level estimate. At pre-con replace "allowances", "included", and "lump sums" with priced scopes of work. Bid Day Activities Review or compile GC's with the Senior Estimator and review with senior management. Assure on time delivery of bids and estimates. Review scope sheets and pricing with Senior Estimator(s), ensure that trade summary ties into bid form. Close out the subcontractor bid process. Review plans and specs with the lead Estimator. Assist the lead Estimator in directing additional staff assignments on bid day. Manage bid day activities by ensuring completion of bid forms, managing the clock and trying to develop a competitive advantage. Post Bid Activities Follow up with the client regarding bid results. Attend any review meetings with the senior or lead Estimator. Qualifications

Degree in Construction, Engineering, or related field desired. Minimum 8 years of experience in Construction. Preferred multidisciplinary experience in the following areas: Pre-construction, Estimating, Scheduling and Operations. Quantity Surveys, Take off skills, Computer Skills Working knowledge of Excel spread sheets, and Word processing programs. Ability to work with and manage Estimators so that take off work is organized, complete and easy to follow.

Understanding of Construction Documents Knowledge of the contents of each CSI section. Ability to read & interpret blue prints in order to understand the scope of work at SD, DD and CD phases of design. Ability to coordinate construction document plans, details and specifications. Ability to apply CD details to a conceptual set of documents to capture all cost impacts of the details. If called to the table or awarded the bid, review the estimate and discuss strategy with the team for any holes, value management, or potential profit pockets.

Experience using computer-based estimating systems desired. Strong written and verbal communication skills required. Adept at problem-solving in a manner that avoids conflicts between parties. Represent the company
