Innovative Joint Powers Agency in the public power sector seeks part-time (20-30 hours weekly) payroll accounting clerk to support the lead and payroll accounting clerks in delivering accurate and timely processing of payroll and benefits. The successful candidate must have a minimum of two years of payroll experience. The incumbent will shadow other payroll staff to cross-train for their job duties. Must have knowledge of federal and state payroll and wage laws and regulations. In addition, the successful candidate must possess strong analytic and organizational skills, verbal and written communication skills, proficiency in Excel, and interpersonal skills to collaborate with accounting, human resources, and the other staff throughout the agency. The incumbent must take pride in the work they perform and be focused on efficiency and reliability each day. Essential Duties And Responsibilities

Perform pension maximum contribution calculations and maintain control schedules. Coordinate vehicle asset report with generation services and maintain employee auto assignment schedule. Maintain worker's compensation control schedule. Coordinate with generating plant staff and HR and maintain gift card tracking file. Reconcile and maintain third party sick leave pay schedules and submit results to administrator. Maintain group term life insurance control schedule. Compile documentation supporting payroll, research and respond to inquiries, assist with timesheet review and payroll processes. Assist with review of payroll and benefit additions and changes to be included in the payroll period. This includes but is not limited to new hires, terminations, compensation adjustments, benefit deductions, and timesheet adjustments and corrections. Review unrepresented timesheets for accuracy and adherence to agency policy and coordinate resolution of discrepancies prior to payroll processing. Audit leave requests to ensure leave is not taken in excess of available accrued balances, statutory requirements, etc. and recommend adjustments as needed. Provide responsive customer service to employees regarding payroll-related inquiries. Assist with document compilation for annual and ad hoc audits. Print and save to file quarterly and annual payroll reports. Maintain and reconcile payroll/benefits documents to agency records. Perform other duties as required. Experience And Education Requirements

Experience working with ADP or similar third-party payroll processing system and time and attendance software. Ability to maintain highly confidential employee and agency information. Ability to work under general supervision in a fast-paced environment with tight deadlines; multi task with a sense urgency between competing tasks. Strong data entry, attention to detail, organization skills and the ability to prioritize multiple tasks. Excellent interpersonal written, and verbal communication skills with a strong customer service mindset for internal and external customers. Intermediate to advance Excel experience. The accounting clerk I and II perform the same essential job functions. The distinctions between the two are the years of experience and level of supervision required. Accounting Clerk I

This classification requires performance in similar duties for NCPA or another employer for a period of up to two years. A minimum of a high school diploma supplemented with college-level training in business or a related field. An associate or art degree from an accredited college with major coursework in accounting or a related field is preferred. Under close supervision, incumbents at this level are trained in the financial clerical processes and procedures of the department. Accounting Clerk II

This classification requires performance in similar duties for NCPA or another employer for a period of at least three years. A minimum of a high school diploma supplemented with college-level training in business or a related field. An associate of arts degree from an accredited college or major course work in accounting or a related field is preferred. This is a full journey-level position. Perform a wide variety of responsible bookkeeping and clerical duties under general supervision and within a framework of established procedures with only occasional assistance or instruction. Special Requirements

Valid California driver's license and insurance; periodic travel may be required. While performing the duties of this job, the employee is regularly required to sit, stand, and walk. The employee must also regularly lift and/or move up to 10 pounds. This job has no supervisory responsibilities.
