Benefits Analyst
Under the direction of the Manager, Benefits Operations & Compliance, the Benefits Analyst will be responsible for benefit plan interpretation, guidance, and counsel to all internal and external stakeholders as well as retirement plan administrative tasks. Acts as the primary point of contact to employees regarding benefit eligibility, coverage, and other related benefits matters while ensuring the highest level of customer service is delivered to all employees, vendors and plan participants. Essential Duties & Responsibilities Addresses employee inquiries related to all benefit plans. Provides employees with plan information and instructions for navigating their health care system. Conducts and coordinates benefit education meetings (i.e., NEO, 401(K), Open Enrollment, wellness). Assists in the ongoing benefit (i.e., health and welfare, retirement, and wellness) program administration and new program implementations. Monitors eligibility, limitations, and restrictions of plan participants and ensures compliance with both plan provisions and government requirements. Performs data compilation and analysis necessary to complete monthly premium billings and payments, vendor data requests, government compliance activities (ACA, Non-Discrimination Testing, 5500s, audits, etc.), Open Enrollment, employee mailings, and updating reports for management. Performs retirement plan administrative activities including but not limited to processing 401(k) deferral and loan changes, facilitating hardship withdrawals, in-service requests, and residential loan requests. Works closely with carrier accounting representatives, Finance, and Payroll to research and resolve benefit-payment discrepancies. Monitors benefit payment arrears, LOA benefit payments and issues notices to employees. Is responsible for the administration of COBRA compliance. Monitors enrollment applies subsidies and coordinates the Open Enrollment process for COBRA participants. Acts as the Fire Department liaison in relation to health and welfare benefits (i.e., education, addressing sensitive issues, responding to information requests). Perform other duties as assigned to support the efficient operation of the department. Education, Experience and Qualifications Bachelor's degree in business administration, Finance, Human Resources or related field required. Minimum three (3) years of experience with benefits administration required. Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above. Knowledge, Skills and Abilities (KSA) Comprehensive knowledge and understanding of all aspects of benefit plan administration, policies and procedures best practices, and the ability to effectively interpret, apply and communicate such information appropriately. Prior experience with Workday preferred. Strong Excel skills required. Demonstrated ability to excel in a fast-paced, complex environment with shifting priorities while executing the benefits strategy. Proficient in utilizing the Microsoft Office suite of products and HRIS systems and software. Strong communication skills, both verbally and in writing. Licenses, Certifications and Registrations At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license. No Driving Responsibilities: Role does not require a driver's license or insurance. Physical Requirements/ Working Conditions
Environment Primary work environment is in a climate-controlled office setting. Work requires travel to attend meetings at other locations, trade shows, and conferences. Incumbents may be required to work evening, weekend and holiday shifts. Must be able to work in a fast-paced, high-demand environment. Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally. Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions. Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone. Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone. Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility. Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties. Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
