Senior Health Care Fiscal Analyst/Health Care Fiscal Analyst Trainee

The Office of Financial Management, Strategic Finance and Managed Care Group is recruiting to fill a Senior Health Care Fiscal Analyst/Health Care Fiscal Analyst Trainee position. The incumbent of this position will be charged with the responsibility for collection and review of cost reports accounting for the revenues and expenses of local providers and counties through New York State. Duties include, but are not limited to, the following: Help review Federal healthcare regulations as well as NYS insurance and public health statute, regulation, and policy to identify pertinent billing and finance related issues and assess their impact on NYS behavioral health programs. Support the Bureau by facilitating collaboration with other NYS agencies including OASAS, DOH, and DFS, as well as other Divisions within OMH on behavioral health billing and fiscal issues. Maintain and update a webpage for commercial billing and fiscal resources for OMH-licensed providers and commercial payers, including yearly updated fee schedules that align with reimbursement rate mandates for outpatient behavioral health services. Design and develop billing practices that reference both NYS Medicaid billing logistics as well as national billing and coding standards. Assist in the creation of guidance, presentations, and informational resources that originate from OMH's Finance and Data Analytics Bureau to facilitate healthcare providers' and commercial insurers' understanding of statute and regulations. Track key issues and concerns among provider groups and generate summaries for executive leadership review and collaborative interagency solutions. Perform intermediate analytical software functions to assess commercial billing/fiscal data and visualize that information to identify trends and isolate outliers. Perform other duties as assigned. Minimum Qualifications Non-Competitive Qualifications for appointment under the NY HELPS Program: Health Care Fiscal Analyst Trainee 1 (starting salary $53,764): A bachelor's or higher degree in accounting, auditing, business administration, economics, finance, healthcare administration, hospital administration, or public administration OR 2. A bachelor's or higher degree in any field, including or supplemented by 12 semester credit hours in accounting and/or auditing; and 6 additional semester credit hours in statistics, economics, accounting, and/or auditing. Health Care Fiscal Analyst Trainee 2 (starting salary $59,994): Meets the requirements for the Trainee 1 AND has one year of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, or hospital or healthcare facility related to reimbursement rates, principles, and practices. Senior Health Care Fiscal Analyst (starting salary $66,951): Meets the requirements for the Trainee 1 AND has two years of professional experience in the review and analysis of fiscal and cost operations and/or billing systems of a governmental agency, nonprofit organization, or hospital or healthcare facility related to reimbursement rates, principles, and practices. *A master's or higher degree in a related field can substitute for one year of experience **Please provide a copy of your unofficial college transcript with your response.
