Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an Management Support Specialist, Position Description Number D2401000 and is part of the 158th Mission Support Group of the Vermont Air National Guard. The primary purpose of the position is an Air Guard Title 32 Technician position in the Group Commander's Support Staff (CSS). Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff (CSS). Manages personnel, unit training and administrative programs management as well as continuous improvement initiatives within the CSS. Oversees Group programs to facilitate the Group and squadron commander's vision. 2. Plans, organizes and executes all Group information management and personnel activities. Oversees the preparation, maintenance, and disposition of required administrative reports and other correspondence. 3. Manages training programs for administration (3F5X1) and personnel (3F0X1) in accordance with established command guidelines. Acquires adequate training from agencies necessary to discuss personal and professional development issues with assigned personnel. Ensures enlisted training is being conducted in accordance with Career Field Education and Training Plan (CFETP) requirements. 4. Serves as the Group point of contact and liaison with the servicing Force Support Squadron on personnel and manpower actions. Serves as central point of contact to provide authoritative explanations of personnel and/or manpower related requirements, regulations, and procedures and to assist in resolving operational problems involving all functional areas of personnel. Manages personnel resource requirements. 5. Prepares and delivers presentations such as briefings, training sessions, and consultations with serviced Commander(s), other staff agencies and functional areas to secure cooperation, resolve controversial matters and convey information. 6. Participates in special studies and projects relating to planning, coordinating, and analyzing the effectiveness/efficiency of the Group CSS in meeting Air Force Administration program goals. Assists managers in strategic planning and in identifying immediate and long-range program/training and technology needs. 7. Develops CSS consolidated resource plan for staff support to include budget, equipment, computers, supplies and required services. Receives data call, reviews CSS historical data submissions to determine trends in spending and forecast annual funding needs. 8. Exercises limited supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and equal employment opportunity (EEO) and diversity objectives. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the Vermont Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians. Military Grade: Enlisted: Rank will be individually addressed upon selection up to TSgt/E6 Minimum Qualification Requirements: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems SPECIALIZED EXPERIENCE GS-07: Must have at least 12 months experience, 1 year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience interpreting regulations, policies or law and providing guidance SPECIALIZED EXPERIENCE GS-09: Must have at least 24 months experience, 1-year specialized experience, education or training equivalent to at least the next lower grade level. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Your qualifications will be evaluated on the following knowledge, skills, abilities and other characteristics: -Knowledge of military personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with functional managers. -Knowledge of the mission and unit is essential in addition to established management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes or workload distribution. -Knowledge of administrative processes, procedures automated systems, personal computers, and software employed, in order to make reports, correspondence, and extract data. -Skill in applying the facts, investigative techniques and ability to analyze data/products to determine adequacy of programs and/or deficiencies thereof. -Ability to understand civilian personnel guidelines and master labor agreement in sufficient detail to collaborate with specialists from the servicing Civilian Personnel Office (CPO) and/or officials from employee bargaining unit is required to address staffing problems. -Ability to communicate orally in order to conduct briefings, give instructions, and resolve disputes. -Ability to write with clarity. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
