Main Purpose Of Role

The Protective Intelligence Officer position reports to the Office of the Judicial Threat Management Center (JTMC) and works under the supervision of the Chief of Protective Intelligence (CPI) under the AOC Department of Security Administration. The incumbent assists the CPI in all duties related to supporting the Maryland Judiciary?s proactive, statewide efforts to identify, assess, and mitigate possible threats to targeted individuals or groups based on collected intelligence. Responsibilities include collecting information through investigative methods, open-source research, social media accounts, specialized databases, NCIC, and other records on those who have the means and the interest in targeting members of the organization on an ongoing basis. The incumbent interacts regularly with other professionals and law enforcement agencies, the Office of Information Privacy (OIP) as well as with Government Relations and Public Affairs on critical issues.

This position coordinates all aspects of proactive and ongoing efforts to ensure the safety of judicial officials and other key personnel, develops and disseminates best practices, addresses urgent inquiries from justices, judges, and other judicial officers.

This position may be required to work after-hours to in-take, analyze, and disseminate critical information regarding possible threats to judicial officials.

Essential Duties And Responsibilities

Helps lead efforts to proactive strategies to use integrated sources of information to protect judicial officers. Engages collaboratively with executive level stakeholders to collect and disseminate critical real-time information. Closely coordinates information sharing with Office of Judicial Services and Information Privacy, District Court Security, and the Judiciary?s Office of Emergency Management.

Serves as a subject matter expert (SME) for the Maryland Judiciary in the field of Protective Intelligence regarding the collection, assessment, and evaluation of data and information regarding inappropriate communications, threats, and other means of communications against members of the Maryland Judicial officers and leads efforts to communicate this information to stakeholders to mitigate significant risks. Develops communication plans with Government Relations & Public Affairs for critical events.

Communicates regularly with federal, state, and local law enforcement agencies to gather and analyze data and trends that inform possible threats to the Maryland Judiciary. Using this information, develops and implements strategies and trainings to leads efforts across multiple stakeholder groups to implement consistent processes across the Maryland Judiciary.

Conducts research of on-line forums and other internet sources for any threatening activity or potential threatening statements against judicial officers. Based on the nature of the activity, develops plan with appropriate stakeholders and/or law enforcement agencies for appropriate action to mitigate and neutralize risk.

Collects information through digital-investigative methods, open-source research, social media accounts, specialized databases (i.e., Lynx, METERS, Delta Plus), NCIC, and other records on those who have the means and interest to target members of the Judiciary. When appropriate, coordinate the removal/redaction of the publications of such information found during monitoring with relevant agencies.

Communicates with judicial officers, Clerks of the Court, and other Maryland Judiciary staff and court executives regarding concerns over threats and inappropriate communications. Provides emergency alerting/communication capabilities in collaboration with the Judiciary?s Office of Emergency Management to Judiciary personnel and external partners.

Attends meetings and briefings with members of the Maryland Coordination and Analysis Center (MCAC) and other law enforcement and intelligence gathering agencies. Utilizes information from these meetings to ensure the Maryland Judiciary is adhering to all emerging best practices regarding proactive protection of its judicial officers.

Attends relevant Intelligence briefings and meetings to encourage sharing of suspicious activity reports, and other public safety information.

Delivers training to judicial officers and Judiciary staff regarding best practices, new methodologies, and emerging potential threats. Briefs members of AOC Security Administration command staff of any active cases.

Completes all other duties as assigned.

Minimum Qualifications

Education:

Bachelor?s Degree from an accredited college or university.

Experience:

Three (3) years of investigations/data analysis experience.

Licenses and Certifications:

Threat Assessment Certification is preferred. If the selected candidate does not possess a certification at the time of hire, they have up to one year after their hire date to obtain a Threat Assessment certification based on course availability.

NOTE:

Additional related work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.

Knowledge, Skills, And Abilities

Knowledge of classified and open-source research and data analysis methods and techniques

Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions to effectively inform protective action.

Knowledge of statistical analysis using Microsoft Excel or other data management software.

Knowledge of Microsoft Office products (Word, Excel, PowerPoint, etc.).

Ability to communicate effectively orally and in writing to a wide range and number of audiences.

Ability to work with federal, state, and local law enforcement databases.

Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations.

Ability to understand and follow directives, instructions, and standard operating procedures. Strong report writing skills.

Ability to engage disparate stakeholder groups and achieve buy-in on the importance of proactive security processes.

Ability to work collaboratively with others to achieve defined goals

Ability to work under pressure.

Ability to work with a high degree of independence

Skills in proficient use of security investigative software products.

Knowledge of federal/state/local rules and regulations for redaction of personal information from public records.

Duties And Responsibilities

Craft and disseminate written intelligence products addressing security threats to Maryland Judiciary Officers.

Deliver intelligence briefings and trainings on security threats to the Maryland Judiciary.

Evaluate information and intelligence products from local, regional, national, and international reporting for dissemination to Judiciary leaderships and security officials.

Identify, catalogue, and maintain list of information and intelligence needs.

Partner with other state, local, and federal government agencies during outreach, liaison, and training programs.

Attend relevant Intelligence briefings and meetings to encourage sharing of suspicious activity reports. Partner with other fusion centers to ensure a shared understanding of relevant threats to the Judiciary.

Maintain working information-sharing relationships with local, state, and federal agencies and other Intelligence coordinators.

Attend continuing education and / or training opportunities to develop analytical tradecraft and procedures.

Possesses industry acumen with security investigative software products, office suite with the ability to produce documents, reports, and presentations using specific computer and graphics software (e.g., Microsoft Word, Excel, PowerPoint, Adobe) and be proficient in the use of these software tools.

Conducts basic behavior threat analysis to identify pathways to violence. Interacts with other professionals and agencies, such as counselors and psychologists seeking advice on mental illness and substance abuse issues.

Assists Human Resource managers and employee mental health program organizers to identify violence propensities for at-risk employees.

Be available to the Office of Judicial Services and Information Privacy as a subject matter expert regarding personally identifiable information (PII) reduction and when requested, help in the coordination of appropriate redaction program and processes.

Closely coordinates with the Office of Judicial Services and Information Privacy regarding the storage, publication, and handling of Judicial Officer PII.

Conducts research, monitoring, and tracking of federal, state, and local statutes related to redaction of personal information from public records, engage with federal/state/local agencies regarding statutes, provide analysis on its efficacy for judiciary use, and ensure quality control measures are adhered to for all related products and services.

Works closely with Judiciary Government Relations by providing expertise and advice to judiciary officers and executives regarding development of strategies for the advancement of local initiatives supporting the development of judiciary privacy laws and statutes at the state and local level.

Alert the Office of Judicial Services and Information Privacy of the need to enroll a qualified official to the Judiciary?s third-party data broker monitoring for protected information from known data broker websites.

Work with District Court Security for threat related incidents involving District Court judges and personnel.

Serves as the Judiciary?s hub of threat-based data collection and reporting services facilitating multi-agency information sharing, information collection through field reporting tools, data analytics and visualization, reporting, and production of briefing materials.

Provides emergency alerting/communication capabilities to the Judiciary and external partners using emergency communication platforms.

Continually evaluate hazard-based risk assessments and other analytical products used within the Judiciary to support intelligence and information collection and analysis strategies and techniques, coordinating with internal and external stakeholders to gather additional information, and ensuring quality control measures are adhered to for all products.

Maintain all mandated education and certification requirements.

Adhere to the policies and directives set by the Chief of Protective Intelligence .

Software And Computer Skills

Proficiency in office software, including Microsoft Office, and Adobe Acrobat. Proficiency in database and spreadsheet software, such as Access and Excel for the creation of databases, and data input and analysis. Advanced-level knowledge of Adobe Acrobat for the creation, manipulation, and dissemination of PDF files Knowledge of using law enforcement related search software, such as NCIC, LYNX, METERS, and Delta Plus).
