Senior Legislative Coordinator (Hybrid)

PURPOSE :
Responsible for monitoring and tracking legislative and regulatory measures and attending and providing summaries of legislative and regulatory hearings pertinent to corporate interests in health care to relevant internal stakeholders. The incumbent will support the work of the liaisons between elected officials, state and local legislative staff and CareFirst; serves as point person for providing and coordinating legislative review and input among and across the organization, to legislative and regulatory work groups and internal departments. Provides constituent services to elected officials, staff and other external agencies. Aids in the development of testimony on bills before the Virginia General Assembly and the Council of the District of Columbia.
ESSENTIAL FUNCTIONS :
Responsible for attending a variety of key stakeholder meetings. Responsible for keeping abreast of critical issues and concerns, competitive trends that may have significant impact on our business, and regulatory changes. Timely communication to Government Affairs leadership of proceedings as it relates to CareFirst or its competitors.
Coordinates constituent inquiries received from members of the Virginia General Assembly and the Council of the District of Columbia, BlueCross BlueShield Association and various external sources and agencies. Work with Executive Inquiry Department to coordinate resolution on a myriad of issues related to constituent’s health insurance in a timely manner. Create correspondence on final resolution to inquiries and maintain internal tracking system. Apprise leadership of any political ramifications that arise.
Researches and monitors legislative and regulatory issues at the state level that may impact the company.Conducts research regarding company policy, medical policy, and content of contracts, as they relate to proposed legislation and regulations for potential impact to the company. Serves as internal liaison responsible for communicating with Medical Directors in determining if proposed legislation requires changes to cost and medical policy; Operational areas for systems changes; Contracting and Compliance for contract filings with VA SCC, and DISB; Actuarial Pricing for premium impact.
Creates and monitors profile reports regarding pending legislation and upcoming hearings utilizing the, Virginia and District of Columbia Legislative Information System. Vigilant monitoring and updating of activity regarding legislation and regulations. Timely communication of status updates to leadership which is critical, in the event legislation or regulation has adverse financial impact to company.
Coordinates and develops meeting materials and agenda for weekly conference calls with Legislative Work group and provides reports on work group and task force meeting and other relevant legislative and regulatory meetings.
SUPERVISORY RESPONSIBILITY :
Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources.
QUALIFICATIONS :
Education Level :
Bachelor's Degree inPublic Policy, Business or related field OR inlieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience. Experience :
2-4 years experience working with legislative or regulatory process. Knowledge, Skills and Abilities (KSAs) Excellent oral and written communications skills. Proficiency with software applications to include : Word, PowerPoint, Excel. Ability to quickly navigate internet for research, excellent analytical skills. Must be able to meet established deadlines and handle multiple customer service demands from internal and external customers, within set expectations for service excellence. Must be able to effectively communicate and provide positive customer service to every internal and external customer, including customers who may be demanding or otherwise challenging.
