Job Description: The Senior Financial Analyst will support OUSD(A&S) by providing analysis related to budget administration and financial management of Programs, Projects, and Program Elements (PEs). Responsibilities include: Supporting all phases of Planning, Programming, Budgeting, and Execution (PPBE) activities for assigned programs. Using Government IT systems for analysis and supporting the annual Department Program Review process. Reviewing and analyzing defense appropriation and authorization documents. Preparing issue papers, reports, and supporting POM and PBR processes. Developing budget submissions and consolidating comments and findings. Supporting budget development and execution, including preparing funding requests and tracking fund execution. Generating reports on fund status and progress towards fiscal benchmarks. Maintaining proficiency in fiscal conventions and law, and supporting financial reviews and surveys. Qualifications: Security clearance required. Bachelor's Degree required; Master's preferred. 7+ years of federal or defense financial management and budget experience. 3+ years of Defense Acquisition Program and Portfolio analysis experience. Strong MS Excel and PowerPoint skills. Experience with Government Financial Management systems such as Defense Agencies Initiative, G-Invoicing, SNaP-IT, DITIP, and others.
