Boston, MA 02108 The Environmental League of Massachusetts (ELM) and the ELM Action Fund (ELM AF) advocate for policy and build political power to meet the scale and urgency of our environmental challenges. We are seeking a visionary and strategic leader for New England for Offshore Wind (NE4OSW), a collaborative, broad-based coalition advancing responsible offshore wind as clean, reliable, affordable, American energy. The Sr. Director of Offshore Wind will also be an integral member of a collegial and effective 23-person team. Read our purpose, mission, vision, and values for ELM and the ELM Action Fund. The Senior Director of Offshore Wind will provide strategic vision and leadership for policy and politics, leading ELM and NE4OSW to ensure that New England harnesses these renewable resources in a timely and responsible way. Job Responsibilities Lead strategic offshore wind advocacy across New England; review and refine priorities regularly, directing resources to the most impactful opportunities for policy and political progress. Identify and pursue emerging opportunities, partnerships, and priorities in offshore wind development, transmission planning, cost allocation, community engagement, and infrastructure. Stay ahead of political, policy, and market dynamics at federal, state, and local levels. Build ELM and NE4OSW's stature, reach, reputation, and influence. Engage key stakeholders as a public spokesperson and thought leader via press, social media, and events. Lead and advise strategic communications campaigns in collaboration with the Offshore Wind Communication team and other consultants. Collaborate with ELM Policy & Regulatory Affairs Team and ELM Action Fund Political Team to advance offshore wind through state-level climate, clean energy, and electoral efforts. Evaluate and prioritize opportunities for political and electoral impact in other New England states and support these efforts as appropriate. Partner with the Development Team to engage with and inspire foundations and major donors. Cultivate, steward, and grow funding relationships. Manage and mentor the Coalition Manager; support building alignment among diverse coalition members across six New England states, including NGOs, labor, business, EJ groups, and academia. Represent ELM and NE4OSW in public forums, coalition meetings, and policymaker briefings. Develop tactical advocacy campaigns, policy recommendations, and legislative strategies to promote offshore wind and transmission efforts. Policy & Advocacy Design and refine policy proposals for offshore wind permitting, transmission, energy storage, and markets. Advise and drive regulatory strategies in collaboration with ELM's Clean Grid Director and stakeholders. Monitor regulatory and legislative activity; respond quickly to emerging opportunities and challenges. Draft compelling advocacy materials, including sign-on letters and public comments. Leadership & Staff Management Lead a team of 2+ staff (including Coalition Manager and a to-be-hired Community Engagement Manager) and consultants. Foster a collaborative, mission-driven team culture focused on innovation, clear priorities, responsiveness, and effectiveness. Qualifications Required Enthusiasm for the missions of ELM and NE4OSW. Deep expertise related to offshore wind. Strong leadership, management, and delegation skills; ability to mentor and coach. Passion for coalition work and people. Ability to balance priorities and build consensus. Strong political instincts. Exceptional communication skills for engaging stakeholders and articulating complex ideas clearly. Collaborative, team-oriented attitude. Commitment to racial justice, equity, and an inclusive organizational culture. Preferred Knowledge of New England legislative and political landscapes. Extensive network in offshore wind, solar, transmission, storage policy, and energy markets. Experience with funders, grants, and reporting. Benefits & Compensation Salary range of $110,000-$130,000 depending on experience. ELM offers generous paid time off, health and dental insurance, Health Savings Account, and a 403(b) with organizational match. This full-time role requires occasional early morning and evening commitments. Located in Boston, MA, with periodic travel within New England. ELM supports a hybrid work environment.
