Full-Time, Exempt Position Summary Family Support Services is seeking a dynamic and forward-thinking Chief Operating Officer II to join our senior leadership team. This is a unique, career-defining opportunity designed for a seasoned professional to train directly under our current COOa respected leader who will retire in January. The selected candidate will work alongside the current COO to gain a deep understanding of our financial systems, operational structure, and organizational culture, with the clear expectation of transitioning into the Chief Operating Officer role upon their retirement. The COO II will support and eventually lead broad agency operations, including finance, budgeting, grants management, compliance, and business administration. The ideal candidate is not only a skilled financial and operational strategist but also a mission-driven leader who thrives in a collaborative, community-focused nonprofit environment. Position Duties Budgeting and Financial Management : The COO II will work closely with the current COO to develop and oversee accounting and financial systems, including the agencys annual budget, cash management, monthly revenue and expense reports, grant and contract budget management, cost allocation plan, and written financial procedures. This role will support program and administrative services by reviewing and monitoring the financial business of the agency. Responsibilities include preparing monthly, quarterly, and annual financial reports for funding sources, and developing training for agency staff on budgeting and financial reporting systems. Grants and Contracts Management : The COO II, in collaboration with the current COO and agency Directors, will manage the agencys grants and contract systems, including billing, applications, renewals, budgeting, reporting, and compliance. This role provides oversight to ensure all financial standards and requirements are met, coordinates contract and grant compliance audits, and produces a monthly grants and contracts status report for the senior leadership team. Purchasing : The COO II will assist in overseeing purchasing services for the agency, developing procedures and vendor agreements that ensure efficient use of resources. This includes coordination of purchasing processes, vendor communications, insurance coverage, and equipment purchases in collaboration with the Division Directors. Billing and Collection : The COO II will support timely and accurate billing for all services, ensuring compliance with grant, contract, and sliding fee guidelines. This includes identifying barriers to successful collections and implementing proactive measures to maximize revenue recovery. Annual Audit : The COO II will assist in preparing for and coordinating the agencys annual audit, working with the audit firm and senior management to gather necessary documentation. Staff Supervision and Coordination : The COO II will supervise assigned staff (Only Assigned to oversee the Accounts Payable position and the Facilities Manager), ensuring that roles align with their skills and training, and promote coordination across divisions. This includes regular staff meetings, performance monitoring, and adherence to personnel policies regarding time recording, evaluations, and employment practices. Transition to COO Role : Over the course of the initial months, the COO II will assume increasing levels of responsibility, with the intent to fully transition into the Chief Operating Officer role in January 2026 upon the retirement of the current COO. This planned succession will allow for a smooth handover of duties, continuity in leadership, and preservation of institutional knowledge. Professional Qualifications Texas drivers license and current auto liability policyBachelors degree in accounting, finance, business administration, or a related field; CPA or advanced degree preferredMinimum 5 years progressive leadership experience in public accounting, nonprofit finance, or operations managementDemonstrated ability to lead during times of transition and build sustainable systemsStrong communication, analytical, and problem-solving skillsCommitment to the mission and values of Family Support Services
