Education and Experience: Bachelor's Degree or higher in Information Systems, Computer Science, Business Administration, Engineering or related field and five (5) years of progressively responsible experience in project management of large-scale systems or services within an IT environment; including three (3) years in a management or supervisory capacity.

Licenses and Certificates: Texas Class "C" Driver's License or equivalent issued by another state.

Special Requirements: Applicants for positions assigned to the Department of Information Technology Services must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check within the first six months from hire and maintain CJIS eligibility. CJIS requirements are related to system access and the following list of convictions and/or deferred adjudications will result in failure of the CJIS background check and disqualification and/or termination of employment; Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, and/or Open Arrest Warrants for any criminal offense (Felony or Misdemeanor), and Family Violence Convictions.

General Purpose

Under general direction, provide strategic guidance, and manage the activities and operations of the City of El Paso’s information technology functions to achieve business goals for sustainment of current and future IT systems across the organization.

Typical Duties

Oversee the design, development, implementation and maintenance of centralized information technology systems. Involves: Analyze and confer with managers and supervisors to maximize utilization of current systems, implement and integrate new and updated systems and provide alternative solutions for increasing efficiency. Work closely with organizational leadership to establish and streamline business objectives. Coordinate departmental activities citywide and with outside agencies. Determine technology needs to implement software across departments. Administer policies and procedures pertaining to computer operations, voice/data communications, system analysis, and programming.

Review current IT systems to develop strategies and processes that support citywide goals. Involves: Work with upper-level IT personnel to develop and implement departmental goals. Collaborate with upper management and senior IT staff to develop the IT department budget. Ensure IT department strategies and processes provide appropriate support to citywide goals. Implement and review software across departments customized and designed for internal city use. Evaluate and monitor efficiencies and effectiveness throughout the department to identify opportunities for improvements.

Work closely with organizational leadership and third-party technology companies to establish business objectives and determine the technology needed to achieve them. Involves: Oversee contract negotiations with IT vendors, contractors, and service providers. Communicate with leadership regarding cost, value, and risk-potential of new IT projects. Implement and manage the use of modern IT software and technologies to streamline business operations. Direct and monitor the approval of expenditures; make budget adjustments as necessary. Attend and participate in professional group meetings and conferences to stay informed of new trends and innovations in the field of Information Technology.

Supervise assigned staff. Involves: schedule, assign, instruct in, guide and check work. Appraise employee performance and review evaluations by subordinates. Confer with department staff on system problems and corrective action and include other department personnel as needed. Provide for training, and development; enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Recommend hiring, termination, transfers, discipline, and other employee status changes.
