Education, Qualifications, and Work Experience
•A bachelor's Degree from an accredited college or university with a specialization in accounting and auditing is required. Master's degree or Certified Public Accountant (CPA), preferred.
•A minimum of two years' experience performing audits for a certified public accounting firm or governmental organization, including evaluating and implementing internal controls, is required.
•Experience with audits of local government agencies and non-profits, preferred.
•Experience with Federal, State, and Government Accounting Standards Board (GASB) financial reporting standards, payroll regulations, and accounts payable procedures and practices.
•Must have advanced computer skills related to large database management, Oracle/ERP system, and Microsoft Office applications.
•Good verbal and written communications and human relations skills with a demonstrated ability to explain procedures to school system administrators, principals, and secretarial staff.
•A willingness to work overtime as required to accomplish the purposes and to meet the deadlines of the department.
•Demonstrates excellent analytical, problem-solving solving and troubleshooting abilities.
•Must have strong leadership skills, work ethic, be self-motivated, and be able to work both independently and in a team environment.
•Knowledge of trends, issues, and internal controls related to a school system.
Essential Job Functions
•Serves as the Staff Accountant for Employee Benefit Plans, overseeing accounting functions related to pensions, healthcare, and other post-employment benefits.
•Ensures compliance with financial reporting requirements for health and retirement programs, including preparation of government filings, plan audits, and tax reports.
•Conducts independent payroll reviews for each pay date, focusing on pension and Board-sponsored insurance deductions.
•Reconciles monthly pension investment transactions, retiree pension insurance deductions, and insurance vendor payments.
•Processes members' insurance plan invoice payments and monitors collections.
•Prepares financial reports for the Accounting Manager, Budget Manager, Employee Benefits Manager, as well as the Chief Financial Officer.
•Advises the Employee Benefits Manager on the status of internal controls and raises concerns as needed.
•Generates special reports and queries for financial and operational analysis upon request.
•Performs other related duties as assigned.
Environmental Factors and Physical Requirements
The environmental factors and/or physical requirements of this position include the following: While performing the duties of this job, the employee is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard. The employee frequently is required to sit, reach with hands and arms, talk, and hear.
