Senior Administrative Officer- Ballot Processing And Audit Specialist

The Ballot Processing and Audit Specialist is primarily responsible for assisting with processing absentee ballots, provisional ballots, reconciliation, and auditing functions for the department. This position reports to the Ballot Processing and Audit Manager and works under regular supervision. Duties and responsibilities include: Executes the distribution, return, and processing of absentee by-mail ballots in accordance with applicable laws and rules; Researches provisional ballots and makes recommendations to the Ballot Processing and Audit Manager as to their disposition; Conducts reconciliation audits to ensure voter history matches ballots cast for each voting method during an election; Assists with the maintenance of departmental databases related to primary work areas; Assists the Compliance Division with the processing and auditing of campaign finance reports; Assists with the development and maintenance of standard operating procedures for the areas of responsibility; Performs other duties as assigned. Knowledge, skills, and abilities required include: Knowledge of the principles, practices, and techniques related to election auditing; Knowledge of agency objectives, procedures, and organization; General knowledge of modern office practices, procedures, and equipment; Extensive computer skills; Ability to communicate ideas effectively, both orally and in writing; Ability to establish and maintain effective working relationships with officials, subordinates, and other employees, and the general public; Ability to prepare records and reports; Ability to explain election law and procedures; Ability to function under pressure and meet deadlines; Knowledge of Federal, State, and County laws and procedures pertaining to elections and election records; Knowledge of the State Election Information Management System (SEIMS) rules and procedures. Minimum education and experience requirements include: Bachelor's Degree in Business or Public Administration or related discipline. Four (4) years of accounting, finance, administration, budgeting, or related experience or an equivalent combination of education, training, and experience. Special requirements include: Must complete precinct worker and chief judge training within one year of employment. Must enroll in and pass all courses required to earn North Carolina certification as a Certified Elections Administrator within four years of employment. Must be physically able to lift supplies up to forty pounds. Valid North Carolina Driver's License and driving record.
